    “The thing that surprised me is that they haven’t used it (mustard gas) earlier,” says Aimen Deen, a former al-Qaeda operative who witnessed chemical experiments first-hand.
    “The experiments date back to 1997 in Afghanistan. They experimented with many different varieties of chemical weapons.”

    He says the gasses tested were homemade and included phosgene, chlorine and hydrogen cyanide. Rabbits and dogs were the most common animals to be used.

    “They used to bring in these kind of aquariums, fishing aquariums, basically, one meter by half a metre and they will put a rabbit inside, or a small dog or puppy inside.
    “And then they seal it with silicone and they insert first the powder element – I’m not going to name them for obvious reasons – and then they will add later the liquid element in order to see if there is a reaction.”

    After the 9/11 attacks in 2001 and the subsequent US-led Operation Enduring Freedom, the jihadists fled from the camps, mostly over the border into Pakistan, leaving behind videotaped evidence of their chemical experiments.

    “It was the easiest of all the gases al-Qaeda experiments on to make,” says Mr Deen.
    “Since the substances that are necessary for chlorine are easily available everywhere, it was his (al-Zarqawi’s) weapon of choice.
    “Since it wasn’t lethal, (it was still) potent enough to cause irritation or cases of severe respiratory problems and difficulties and that will drive an enemy away and cause casualties.”
    Mr Deen, who is now an international consultant on jihadism, believes that IS leaders are being cautious in their use of chemical weapons as they are wary of retaliation by the US.
    But I asked him what he thought was behind IS’s recent use of mustard gas against opponents in the Middle East.
    “In Syria,” he says, “where their opponents are other jihadists who are as suicidal and as stubborn as they are, the best way to dislodge them is to use chemical weapons.
    “So I think it was a strategic choice and they felt that to some extent using the chemical weapons on other jihadists will not invite the wrath of the US at this stage.”

The book records his audacious plot to set off a multiple car bomb chemical weapons attack on Jordanian intelligence headquarters in Amman that would have killed 80,000. Only good intelligence work by Jordan’s spies prevented a disaster far larger than 9/11. Zarqawi bombed innocent weddings in Amman when his CW plot failed. He was ruthless, personally beheading an American captive. He quarreled with bin Laden’s number two Ayman Zawahiri who thought war with Shia Muslims counterproductive. He ignored the Egyptians’ cautions.

      This is the definitive book on Zarqawi. It will become one of the must reads on how Al Qaida has adapted again and again in spite of global efforts to destroy the group and especially its ideology and narrative. Understanding our enemy is the first key to defeating it. Black Flags is a significant contribution to that understanding.

    The Republican Minority Report on the Senate Torture Report notes:

    “Abu Zubaydah and senior al-Qa’ida military trainer Ibn al-Shaykh identified [redacted ] — who had been associated with poison training — as the individual who conducted experiments with mustard on rabbits and dogs.”

    I don’t know the name redacted. If it is Abu Khabab, which is a possibility, I don’t see why it would be redacted given that he reportedly was killed not too long ago.

    In the Abu Hamza trial in Manhattan there are various reports about poison-making manuals, both in the US and UK.

    When Abu Hamza testifies, the prosecutor should ask him about the chapter on sending poisonous letters and wiping the envelope with silicone sealant to avoid killing the mailman.

    Also, he should be asked why he had a hazmat suit in the mosque, whether he knew of Abu Khabab’s experiments with animals, Yazid Sufaat’s anthrax work etc., the call to use anthrax that was made in London mosques in September 1999 and Bin Laden’s response etc.

      NYC prosecutors are cooking with gas after the years of delay caused by Britain’s highly inefficient extradition system.

      Next up: London EIJ cell member Abdel-Bary, an Egyptian lawyer, in contact with a key Canadian EIJ cell member.

      The evidence against the London cell members, as I recall the UK opinions relating to extradition, relates to their publication of a claim of responsibility for the 1998 embassy bombings. It was found in the trunk of one of their cars. As I recall, it was faxed before the bombing.

      As I recall, other defendants were on trial in NYC in Spring 2001– the US sought the extradition of Abdel-Bary and other London colleagues for all these years.

      The key data point for profiling the anthrax mailings in the Fall 2001 was to know that the Blind Sheik’s lawyer, Montasser Al-Zayat, said that Dr. Ayman was going to use anthrax to retaliate for the rendering of senior EIJ officials.

      Attorney Abdel-Bary, who do you think was responsible for the Fall 2001 anthrax mailings?

      The guy who stole a sorority book 25 years ago who liked looking at pictures of attractive co-eds? The guy who edited Wikipedia?

      Or did Dr. Ayman carry out his threat to retaliate for the extradition and rendering of you and your colleagues?

      As exhibits in any of these various prosecutions move forward — for example, to include the one involving Al Qaeda website Babar Ahmad, we can look to see if the defendants used international paper sizes such as used in the Fall 2001 anthrax mailings. One aspect of the forensics is the paper used — paper commonly use in Europe rather than the United States.

      A feature story in WSJ addressed the unusual paper sizes: “One clue was contained in the missive to the New York Post: The letter, which read in part, “Death to America,” wasn’t printed on a paper size normally found in the U.S., says an FBI official familiar with the matter. An FBI spokesman declined to elaborate. Erich Speckin, who runs a private forensic laboratory in Okemos, Mich., says the height-to-width ratio was approximately 1.41 to 1, according to a photo released by the FBI. He says that ratio is common for business letters in Europe and elsewhere but rare in the U.S. That could suggest that the mailer is from another country or has traveled outside the U.S.”

      This is part of the science of Amerithrax. Note that no international paper sizes were reported from among the many hundreds of pieces of paper taken from Dr. Ivins residence and office.

      There was no forensic match to the paper used in the Fall 2001 anthrax mailings and paper taken or known to have been used in the past by Dr. Bruce Ivins.

      In looking at the exhibits as they become available in the various prosecutions or under FOIA, we can also look for the word “PENACILIN.”

      it was a mispelling of the word “PENICILLIN.” Correctly spelled, Penicillin gets about 5 million hits. About 4800000 results Penacilin gets about 6000 hits.

      Dr. Ivins know how to spell the word. He spelled the word penicillin. Rather than making unsupported assertions that it was intentionally spelled, one can look to see if anyone POI spelled it wrong.

      That’s the difference between speculation in support of a profile and predisposition — and factual investigation.

      I play a lot of scrabble and attend spelling bees — I venture that a majority of the English-speaking public do not know how to spell “penicillin” — it is just that people rarely have a need to spell it.

      The attached manual was located by the Manchester (England) Metropolitan Police during a search of an al Qaeda member’s home. The manual was found in a computer file described as “the military series” related to the “Declaration of Jihad.” The manual was translated into English and was introduced at the embassy bombing trial in New York.

      One place the word penicillin appears in Arabic in the section “Methods of Producing Secret Ink and Ways to Expose it” in Lesson Thirteen: Secret Writing and Ciphers and Codes.”

      To the extent the manuals on poisons and secret codes become available in the various ongoing court cases, one can compare the instruction on codes to the doublelining used in the Fall 2001 anthrax mailings.

      For example, consider this one “Lesson Thirteen: Secret Writing and Ciphers and Codes” taken from an Al Qaeda Manual and introduced into a prosecution related to the 1998 embassy bombings, having been seized in Manchester, UK. The section on codes and ciphers in the linked Al Qaeda manual gives many examples of possible codes and ciphers.

      It has been said that Bruce Ivins liked codes and puzzles because he would send his former assistant Mara, after she had left, scrabble challenges to solve. (See Friend civil deposition I’ve obtained and uploaded at USAMRIID’s FOIA Electronic Reading Room). That’s nonsense. Anagramming is part of a widely popular word game and pasttime. It in no way is evidence of an interest in codes in association with the use of poisons.

      This Al Qaeda manual, on the other hand, is solid proof of precisely that.

      How to Write on Paper With Secret Ink:

      An innocent-looking letter (primarily personal greeting) is written wIth a ballpoint pen, but within the letter, between the lines, write the message with secret ink.

      Both ciphers and code are considered important means of conveying information without anyone other than the party to which it is sent being able to determine its contents. Ciphers differ from code.

      Ciphers: A letter, number, or symbol takes the place of another letter, number, or symbol. The number (1), the letter (H), or the symbol (delta) could take the place of the number (3), the letter (D), the symbol (box), or any other number, symbol, or letter. Notice that in simple ciphers that the same number or symbol always replaces the same letter, while in complicated ciphers, which are currently in use, the same symbol and number replace a different letter each time.

      Code: It consists of symbols, words, or groups of letters chosen to represent or express other words. One word could have several meanings, or could represent a complete sentence, or could be a long paragraph according to the system used.

Both Roosevelt and Churchill had agreed to meet in Casablanca in 1943. Spanish spies in Washington learned of the news, and they sent this in an enciphered message to Hitler. The German translator received it for deciphering. and he read the name as two words: (Casa), which means (house), and (Blanca), which means (white) so he translated the message that Churchill and Roosevelt were going to meet in the White House. German aircraft were not able to penetrate American air space, and both Churchill and Roosevelt escaped.”

      The Encyclopedia of Jihad — seized from Abu Hamza — contained a chapter on poisonous letters I have cited in the past states: “Write a letter to the victim mentioning very exciting and very interesting news,” it reads. “Wipe the envelope from the inside with silicone sealant,” it goes on, “so it would not kill the mailman.”

      One author, Kurt, spends 4 pages of the densely packed discussion of the Manchester Manual in endnotes in support of his point that a statement by Vice President Cheney’s statement on the subject was mistaken. Kurt’s argument, however, is a straw man argument — Cheney’s statement, as phrased, is 100% correct and would refer to Volume 11 of the Encyclopedia of Afghanistan Resistance, also known as the Encyclopedia of Jihad.

      That’s right. Abu Hamza’s encyclopedia’s chapter on poisonous letters had instructions on how to avoid killing the manual. All those people who suggested the tape on the envelope was evidence that the sender was not Al Qaeda are simply uninformed. Whether their agenda was to talk about First Grade boys or secret government programs, the uninformed analysis resulted from a lack of reading due to a failure to read material that did not fit with their passions and predisposition. It’s excusable in 2002 — but not a decade later after I’ve cited this chapter numerous times.
      A new volumes, number 11, was devoted solely to chem-bio and it was that volume 11 of the Encyclopedia Resistance that gave the instruction on poisonous letters and instructed that the inside of the envelope be covered with a silicone sealant to avoid killing the mailman.

      PAULA ZAHN, CNN ANCHOR: Just this morning comes word that Taliban leader Mullah Mohamed Omar in an interview with the BBC said a plan is already under way to destroy America. It turns out that the Al Qaeda terrorists already have a dreadful recipe book on how to do just that.

      Chapter and verse now on this exclusive report from Mike Boettcher.

      MIKE BOETTCHER, CNN CORRESPONDENT (voice-over): The extent of Al-Qaeda’s operational knowledge was once contained in these, the never before seen 10-volume Encyclopedia of Afghan Resistance, which the intelligence service of an anti-terrorism coalition partner allowed CNN to videotape.

      In the foreword to each volume this: “To the beloved brother Osama bin Laden, who fought in Afghanistan with his should and his money, who still resists there and presses forward with the Jihad until now.” Inside platitudes give way to precise instruction in a variety of lethal techniques. “Killings from Close Range” the title of one, with a section on ambushes, complete with diagrams. Another volume is called “bomb and land mines.” The explosive volume contains directions on how to set detonators into blocks of TNT and plastic explosive.

      (on camera): Since the mid 1990s, the Encyclopedia of Jihad has been the guidebook for Al Qaeda operations.

      But now CNN has learned a new and even more frightening volume has been added to the collection. The recently publish 11th book in the collection, distributed on CD-ROMs to Al Qaeda cells, is a how-to manual on chemical and biological terrorism. CNN was permitted by an intelligence agency that intercepting the volume to inspect the entire almost 500-page document, and was given three chapters of the manual, in order to prove it’s existence.

      It is currently analyzed by Western intelligence agencies. It’s not known how many copies of the CD were produced. Precise, deadly formulas packed with new volume. All can be made from ingredients readily available to the public. For example, a chapter entitle “Purifying Manure” describes a clear-cut goal — quote — “To acquire pure forms of ammonium nitrate without any foreign substances in order to prepare RDX,” a powerful explosive compound.

      The poisonous letter is the title of one section … Write a letter to the victim mentioning very exciting and very interesting news,” it reads. “Wipe the envelope from the inside with silicone sealant,” it goes on, “so it would not kill the mailman.”

      Biological warfare sections of the new volume give exact formulas for the production of deadly toxins botulinum and ricin. But there was no evidence of instructions on how to make or distribute anthrax.

      BOETTCHER: Have they been utilizing the formulas, well, coalition sources tell CNN that within the past two years, at least six complete laboratories that could be used to make chemical or biological weapons have been purchased by Al Qaeda. Half of them sent from the United Arab Emirates, and the other half from the Ukraine, and the most recent three purchases were made earlier this year — Paula.

      ZAHN: Mike, how long the U.S. government been aware of the existence of these manuals?

      BOETTCHER: Well the Encyclopedia of Afghan Resistance, or sometimes it referred to as the Encyclopedia of Jihad, has been around for quite a few years, and it’s been held in the vaults of intelligence services. It’s a complete how-to manual, contains a lot of various things, as you saw there, also first aid. But as they have progressed in their knowledge, they have come out with specific new volumes, and this number 11 devoted solely to chem-bio.

      As these various prosecutions move forward — and we remain on the outlook for paper of an international paper size such as that used in the Fall 2001 anthrax mailings — we can look for tape.

      Relatedly, we can hope that GAO asks FBI for forensic comparisons that were made — given that none of the tape taken from the extensive materials in Bruce Iivns’ home and office was a match.

      TAPE: In the hundreds of pages of exemplars taken from Dr. Bruce Ivins’ home and office, FBI Laboratory Experts determined that there was not a single exemplar in which the adhesive tape used was a match with the five to nine pieces of tape affixed to each of the envelopes recovered. FBI should produce the laboratory reports to GAO on the adhesive tape used on one or more of the envelopes without further delay.

      A British police officer told the Manhattan court that the Arabic-language manual was sitting in the living room of Abu Hamza — a father of nine — when he was arrested in May 2004.

      Abu Hamza’s defense at the time was that he didn’t inhale.

      Not only can authorities can compare the paper in such correspondence, but they can compare the ink on correspondece received by Abu Hamza to the ink used in the Fall 2001 anthrax. No match was found in any of the correspondence or notes that Dr. Ivins wrote.

      INK: In the hundreds of pages of handwritten exemplars taken from Dr. Bruce Ivins’ home and office, FBI Laboratory Experts determined that there was not a single exemplar written by him in which the distinctive “fluid-like” ink used on the envelope was a match.       The handwriting was consistent with Mohammed Atta’s handwriting. But the FBI is refusing to produce the FBI’s handwriting opinion comparing the Fall 2001 anthrax letters with Mohammed Atta’s handwriting.

      The fellow who thought a FIrst Grader wrote the anthrax letter dismissed an Al Qaeda theory from the very start on the grounds that the hijackers were all dead. He did not realize — even though so many others did — that Atta’s associate Shukrijumah was very much alive.

      Shukrijumah had been living at KSM’s home (as did Al Qaeda anthrax lab tech Sufaat) up until 9/11 at which time he called his mom and told her was coming to the US.

      Amerithrax isn’t nearly as complicated as people think. You just need to stop hanging out at the playground and go to the library and do some reading.

      Even when the fellow suspecting a First Grader heard that the FBI was offering a $5 million for Adnan El-Shukrijumah, the fellow focused on an imagined First Grader has persisted in the same argument for another decade.

      It’s time to stop suffering fools — and people who knowingly remain uninformed — gladly.

    A star government informant at the trial of former al-Qaida spokesman Suleiman Abu Ghaith Tuesdaysaid he never heard of the defendant, but regaled jurors with macabre tales of the terror group poisoning small animals and giggling over the Twin Towers’ fall.

    Saajib Badat, 34, who pulled out of al-Qaida’s 2001 plot to explode shoe bombs on planes, said that during 21/2 years in Afghanistan he took a poisons course, in which teachers tested potions on dogs and rabbits and watched them “cry out and scream.”

    “It was an experiment,” Badat said. “The instructor would shout out ‘This is Clinton,’ ‘This is Bush.’ . . . We were doing this to be mujahedeen, so we were looking at the goal behind it, which is what desensitizes scientists to what is being done.” ***

    So in a 2002 newspaper report, Reuters, there is reference to cyanide and sodium being used to kill the rabbits.

    I am looking for any source for the proposition that botulism was also ever used.

    This fellow says he was instructed by Abu Khabab. Did his training involve botulinum toxin? Was the recently indicted assistant to Yazid Sufaat, Samar Al-Barak, either an instructor or a student in these classes?

    I think an expert has identified the poison used on the dogs.

    And Yazid Sufaat declined to tell me what poison was being used on the rabbits killed the month before September 2001.

    But upon this indictment of Yazid’s former assistant for holding botulinum toxin, maybe we will learn more.

    Last week, however, another method of detaining him was found: The military prosecution indicted him for exactly the same offenses that had initially been used to justify his administrative detention.

    The indictment charges him with undergoing military training, contacting the enemy and conspiring to commit murder. It said he practiced killing dogs with poisons and was tasked with developing biological weapons by the head of Al-Qaida, Ayman al-Zawahiri. He learned to use the botulinum toxin and agreed to train other Palestinians to use it, the indictment said.

      I asked Yazid Sufaat participated in Abu Khabab’s tests on chemical weapons on rabbits but he pled the Fifth.

      Yazid has said that he finds anthrax only good for sabotage, not for killing, and that he prefers a bacterium that kills very quickly.

      Al Qaeda reportedly was researching Botulinum toxin, which is a protein and neurotoxin produced by the bacterium Clostridiumbotulinum.

      James V., formerly a DIA analyst, explained at the conference hosted by Lew that Al Qaeda’s anthrax program was more tightly compartmentalized than its chemical weapons program. It was more elite.

      LONDON – Osama bin Laden’s al Qaeda terrorist network was investigating the use of nuclear, biological and chemical weapons against the West and had experimented on animals, a British newspaper reports.

      The Times said the information emerged from detailed examination of documents it discovered in abandoned al Qaeda houses in the Afghan capital, Kabul, after it fell on November 13.

      The documents proved al Qaeda was studying how to produce botulin poison in batches strong enough to kill 2000 people.

      The hundreds of pages of photocopied, handwritten and printed matter were in a mixture of Arabic, Urdu, Persian, Mandarin, Russian and English.

      Samples were photographed and sent to British-based professional translators with scientific qualifications, and to experts in the field of weapons of mass destruction. …

      One section described how chemical weapons were tested on rabbits. The animals died when subjected to cyanide and sodium.

      The documents also showed that al Qaeda was training units to assassinate Middle Eastern leaders sympathetic to the West.

      Poisonous gas was pumped for a third day into a US Senate building to kill trace amounts of anthrax spores in the heating and ventilation system.

      The southeast quadrant of the Hart Senate Office Building has been closed since October 17, two days after an aide to Senate majority leader Tom Daschle opened an anthrax-tainted letter.

      It was one of several such letters sent to US politicians and media outlets after the September 11 suicide hijackings.

      The intentionally tainted letters, which have not been linked to the September 11 attacks, unleashed a bioterrorism scare worldwide.

      Of the 18 confirmed cases of anthrax infection, five have died – two postal workers in Washington, a Florida newspaper editor, an elderly Connecticut woman and a New York hospital worker.

    If Yazid told us about Al Qaeda’s experiments with rabbits in August/September 2001, it would be more than the DOJ prosecutors ever told us about Dr. Ivins work with rabbits during the same period.

    They DOJ never mentioned it even though the prosecutors and investigators provably KNEW that is how he spent his time — i.e., why he was going to the lab.

    This 302 interview statement that checking the health of the animals typically would take 2 hours and was a one person job?

    So it is ironic that Abu Khabab was doing experiments with rabbits at the same time as Dr. Ivins and his colleagues.
