The FBI’s case against Dr. Ivins is clearly bogus: no evidence, no witnesses, an impossible timeline. The real question is why the FBI persists in sticking to such a pathetic story. What are they hiding? I offer one “fictional” scenario in my novel CASE CLOSED, judged by many readers, including a highly respected official in the U.S. Intelligence Community, as “quite plausible.”

    “It would make sense to him that he might have stored RMR 1029 in 1412,” Agent Colbert wrote in her summary of the day’s second interview.” (p.220)

    Why did US Attorney Taylor claim that it was only kept in Building 1425? It altered those known to have had access who needed to be excluded from 100 to two or three or more times that… and that is just at USAMRIID alone.

    Contrary to US Attorney Taylor’s express claim at the August 8, 2008 press conference, virulent Ames that was genetically matching was kept in both Building 1425 and Building 1412. An additional 250 or so people had access to the genetically matching Ames in Building 1412.

    For example,

    “______ stated that all of the material in the hoods would be placed into the same garbage bags, including the tubes, markers, pipettes, towels, animal hairs, any containers, as well as the all glass impingers (AGI). Sometimes the garbage was placed into one (1) or two (2) gallon bio hazard bags, however, most of the time full sized bags were used. Through one of the hoods, the garbage was bagged up and set under the UV light and then sprayed with bleach prior to being removed from the hood. Through the other hood, the garbage was autoclaved out of the hood. All of the garbage was eventually autoclaved in the basement of Building 1412. After the material had been autoclaved, it was placed into the dumpster in the back of Building 1412.”

    On Sunday, December 17, 2006, someone wrote Dr. Ivins:

    I do not know what ___ told you about the FBI at the party but you are not to discuss what was said or mention the FBI visit to anyone. These orders were directed to everyone by the Commander and ___ was forbidden to discuss anything. Please come speak to me on Monday and we can discuss the situation. Please do not worry about this FBI situation, it is under control.”

    By email dated December 18, 2006, Dr. Ivins wrote:

    “My concern is that selelct agents in ____ may have been taken or altered, and individual investigators are responsible to both the army and the CDC for the integrity of their stocks. If we can’t be assured that one of our select agent material was disturbed, then we can’t make any assurances when inventory time comes that we have exactly what we’re supposed to have.

      What goes in the blank here as to the location where Dr. Ivins thinks select agents may have been taken or altered?

    In the new batches of emails (#72 and #73) are emails with a superior discussing his concern that select agents may have been taken or altered and the superiors response that he should not talk about it; emails about how they did not use a fermenter to grow anthrax; and emails that peg the death of animals to the hour (that support the notion that visits inspecting the health of animals needed to be made on nights and weekends).

    There are no emails that support the contrived theory that Dr. Ivins processed or mailed the anthrax letters in the Fall of 2001.

      On January 11, 2007, Dr. Ivins wrote in an email with the subject “Ames information”:

      “I have some information from ___ on the “Ames” strain ___ got in 1981. Would you like a copy of it, or what? They sent 2 slants and tissue from the animal. The tissue samples – which were frozen in ___ and one of the slants disappeared, and the FBI took control of the only remaining material, the last slant. I don’t know how many passages were involved between cow and slant, but we still had the tissue (which came from the dead cow), it would be really interesting to compare the in vivo Ames with the Ames from the slant.

    WASHINGTON — The Postal Service is ready to deliver lifesaving drugs to about a quarter of the residents of Minneapolis-St. Paul, the only metropolitan area in the nation where letter carriers have been trained to dispense medication after a large-scale terrorist attack involving biological weapons.
    Six years after the government began exploring the idea of using postal workers as rapid-response medicine dispensers and eight months after President Obama ordered government agencies to develop a plan to do so, efforts are underway in six cities to train workers to deliver the drugs needed to counter anthrax or other potentially deadly agents, the White House says.

    The White House won’t name the six cities, and Department of Homeland Security spokeswoman Amy Kudwa says she can’t talk about whether more cities are interested in the voluntary program.

    Cities are not required to adopt the plan, and most have separate plans in place to set up distribution centers in schools, community health centers and other government buildings where people can go to pick up drugs in the event of an attack. The White House, however, says using the postal service is a cost-effective and efficient way to create a reliable system for drug distribution in a crisis because postal workers can get drugs to the elderly and others who can’t get out easily or wait in long lines.

    “We need the capability” to get lifesaving drugs to people in a hurry because in the case of an anthrax attack, in particular, “what we know is: hours matter,” White House spokesman Nick Shapiro says.

    He says “many cities have expressed interest” in the program, especially now that there is a successful model to follow in Minneapolis.

    The nation’s capital is among them. “We’re still looking at it,” says Dena Iverson of the District of Columbia Department of Health.

    The projected cost to set up the program and train postal workers: $1 million per city, according to the White House.

    In 2001, shortly after the 9/11 terrorist attacks, a series of small-scale anthrax attacks killed five people. Victims can be saved, however, if they begin taking antibiotics soon after they’ve been exposed.

    “It doesn’t make any difference if we make all these new antibiotics and vaccines if we don’t have ways to get them to people,” says Randall Larsen of the WMD Center, a think tank that focuses on bioterrorism.

    The idea of having letter carriers deliver drugs to people in their homes has been discussed since 2004.

    Since then:

    •In 2006 and 2007, test runs were done in Seattle, Philadelphia and Boston.

    •In 2008, the Bush administration issued an emergency order allowing the Food and Drug Administration to approve advance distribution of antibiotics to letter carriers who volunteer for the program and their families so that they would be protected from exposure to anything they encounter on their rounds.

    •In December 2009, President Obama issued an executive order to jump-start the process. It gave federal agencies 180 days to develop a postal service model that could be replicated around the country. It also required the government to meet a demand from the Postal Service: that workers delivering the drugs be accompanied by law enforcement officers to protect them from panicked and potentially violent crowds.

    Now, “we’re fine if they (terrorists) attack Minneapolis,” says James Talent, former vice chairman of the Weapons of Mass Destruction Commission. The postal service has “proven they can do it.”

    With a model in place, the White House says it is working to expand the voluntary program to cities across the country.

    Natalie Grant director of Boston’s Office of Public Health Preparedness says the city is awaiting instruction from the federal government about how to proceed.

    Minneapolis postal worker Chris Wittenburg of the National Association of Letter Carriers says setting up the program is complicated. First, letter carriers have to volunteer, undergo medical tests to make sure they can take the antibiotics, be fitted for masks (no facial hair allowed) and be trained. Routes have to be combined and systems set up to suspend regular mail delivery in an instant, call postal workers in and send them out carrying boxes of drugs and flyers telling people what to do.

    About 60% of the city’s letter carriers volunteered for the program, which was given a trial run in May.

    Workers there can now deliver drugs to 205,000 households, or 575,000 people, within eight hours. Officials plan to expand the program to reach all 735,000 households in the metro area.

    The need to get drugs or other antidotes to people fast is a “unique situation,” Wittenburg says, “and the postal service is really the only organization with the capability to pull it off.”

    It was in November 2007 that Ivins superior — who had told Ivins to shut up when Ivins reported that he had heard (and that “everything was under control”) — told all of Ivins’ work colleagues not to talk to him.

    The emails wrongfully delayed for 2 years reflect that incredibly hurt that anyone would feel upon such deliberate isolation.

    It seems that the superior was still trying to keep things “under control”.

    Who told Ivins colleagues they couldn’t talk to him and why? On what authority?

  9. Why is it so important to clean out dead animals promptly in the vaccine trials?

    Suppose you have a vaccine against anthrax that works. You give it to half the animals in the trial and not the other half. The ones not getting it die. But you are so lazy, you let their dead bodies lie there over the weekend and many weeknights. This causes a disease which infects the animals that got the vaccine. They die too. Your trial concludes the vaccine doesn’t work, even when it does.

    Or, just at the end, its discovered, one of the animals has some other deadly infection. Do you:

    (1) Admit this to the lab director and admit you were not removing dead animals from cages promptly.

    (2) Conceal this and publish that the vaccine does not work.

    Suppose the experiment has cost millions to do. You may be fired if you admit the truth.

    One way to avoid being in this situation is clean out the cages of the dead animals right away. So you have some reliable person check every animal and decide if they are asleep or dead every day, even on weekends.

    Animals weakened by antrhax may get another disease or transmit it. So you have to keep other diseases away. That means not letting dead bodies just lie there all weekend.

    • Even if you separate the animals getting the vaccine and those not, some of those getting the vaccine may die. The rate of death can be lower and the vaccine a success. If the control group that gets no vaccine gets an infection, you lose your control.

      So separating the vaccinated animals from the non-vaccinated animals in the trial does not relieve you of having to check the animals in both groups and remove dead bodies right away to prevent some disease getting started in either group.

      • If you separate the non-vaccinated from vaccinated animals, their use as a control is reduced. The control should experience everything the same except getting the vaccine. That should mean they are in the same room as the vaccinated group.

      Whether it is important or not is immaterial.

      It is required by the controlling DOD regulations which require daily check of the health of the animals and the contemporaneous lab notes, which were withheld under FOIA, explain that was what he was doing.

        Actually the written lab protocol (obtainable from released documents) required the animals to be checked 3 times a day – every 8 hours over 24 hours, for the duration of the study.

        • This is a very interesting point. Who was checking at the other 8 hour time points on the weekend from Sep 14 to Sep 16 2001?

          Were those checks made? That would show other people were around on the weekend in general. Which brings up what was the total number of people in which buildings on that weekend at the times Ivins was there? Same in October 2001?

          The protocol to check 3 times a day is consistent with the idea of not letting a disease get started and then spread.

          This is an example of an email produced today. Once again, Dr. Ivins’ work emails contain only exonerating information — nothing inculpatory. This, without more, is why the DOJ and FBI has delayed their production for 2 years. There is no “there there” to a suggestion that Dr. Ivins was the mailer or processor. Just evidence, for example, of a reason for being at the lab at midnight and weekends. While the US Attorney and others have gone on to lucrative careers with their false solution of Amerithrax, the people who are withholding the documents are still in place and should be held accountable.

    The documents seized in Afghanistan dating to 1999 show Ayman Zawahiir’s plan to use anthrax against US targets and his plan to recruit specialists — using the cover of charities and universities. In contrast, use of poisons to contaminate foodstuffs,such as addressed by newly released documents, do not relate to Zawahiri and violate express hadiths.

          I am advised by my intelligence source that there is nothing in Dr. Ivins’ emails from 2006-2008 corroborative of his guilt and many of the emails exonerate him. That is the reason the DOJ/FBI has caused USAMRIID to delay producing his emails for 2 years. In the interim, the DOJ/FBI officials retire, move on to new jobs etc.

          A document produced by Wikileaks suggest that the Taliban can intercept cell phone communications.

          Other documents previously produced that a Taliban supporter shared the phone and fax machine with the leading anthrax supporter and the former USAMRIID deputy commander, who has published many articles involving research with the Ames strain of anthrax.

          BACKGROUND

          (U) On 22 Aug 2007 the UK Mirror published an article stating that some families of British soldiers deployed in Afghanistan had received “hate calls” from Taleban believed based in Pakistan. The report claims senior commanders believe the Taleban get the phone numbers by monitoring troops’ mobile phone calls or from staff at Afghan phone companies. One of the newspaper’s unnamed sources states that the use of mobile phones is “a huge security problem” and adds that “any numbers going to England can be called, or used to get addresses to send poison-pen letters to relatives”. Numerous assessments on this topic have been conducted by different agencies (see References above) and this paper will extract the relevant details from each.

          ROSHAN GSM NETWORK

          (NU) Roshan is the brand name for the Kabul based GSM service provider. It was launched by Telecom Development Company Afghanistan (TDCA) Ltd. TCDA is owned by an international consortium formed by Aga Khan Fund for Economic Development, Monaco Telecom International, US based MCT Corporation and Alcatel SA.

          (NSI) The Roshan Network is the largest provider of GSM services in Afghanistan. Its service area covers most of Afghanistan and also covers most of the major border crossing areas with Pakistan, Iran and Uzbekistan. Even when using a European or North American GSM provider (phone brought from home), the call is routed through the Roshan GSM infrastructure in Afghanistan. Every GSM provider in the world has the ability to locate and track a GSM phone as soon as it is turned on. This means that the Roshan network is able to identify which phones have been turned on in the ISAF HQ area and can further track their movements. Key leaders and VIPs should observe the recommendations set out at Ref F to avoid there locations and movements being tracked.

          (NSI) Reportedly Russian SIGINT units assisted Roshan to expand its cellular service to provinces all over Afghanistan. During this time, Russian SIGINT units were monitoring ISAFand Coalition communications via the Roshan network.

          INSURGENT EXPLOITATION OF ROSHAN

          (NSI) At this time its doubtful insurgents have the technical ability eavesdrop on conversations and numbers dialled from Roshan GSM. The insurgents do, however, have the ability to obtain data from sympathetic or coerced human sources inside the Roshan network (who obviously track calls) or from sympathetic foreign intelligence service personnel. In mid-November 2006, Taleban militants in Zharey District of Kandahar provided safe passage to Roshan equipment and personnel through their area to Sangin and Musa Qala districts of Helmand. Other reports indicate Roshan engineers were maintaining the network components under the observation of the Taleban. This offer of safe passage shows coordination at some level between Taleban elements and Roshan workers.

          FOREIGN EXPLOITATION OF ROSHAN

          (NSI) Reporting from February 2007 indicates Pakistani intelligence service (ISI) is currently collecting and databasing all Roshan calls and numbers from Afghanistan. Reportedly, when a Roshan user places a call to any number – either inside or outside Afghanistan – the call is re-routed through Pakistan. Normally a “call diverted” message alerts callers that this is occurring but commercially available tracking and listening equipment suppresses the alert, making it impossible for the user to detect diversion. Elements of the ISI and insurgents have cooperated in the past and it is possible that intercepted cell photo data can be passed to insurgents on a regular basis.

          There is evidence some foreign embassies and consulates located in Afghanistan are capable of sophisticated signals interception to include the least protected mobile phones. Embassies with known SIGINT capabilities currently targeting ISAF include Russia, China, Pakistan, India and Iran. Of these embassies, the Pakistani embassy is 700m from ISAF HQ and Iran’s consulate is 1200m away.

          ASSESSMENT
          Roshan network is used extensively by ISAF members to call their friends and families in their native countries. Even if ISAF members are using phone and SIM cards brought from home, their numbers and the numbers they have dialled can be tracked and databased. Based on this information, both ISAF members and their families can be identified. Insurgents do not need sophisticated signals intercept equipment to obtain this information; persons with access to the information will provide it either willingly or through coercion. Harassment of ISAF member’s families is cause for concern. The immediate threat, however, is to those VIPs who routinely use cell phones. While these personnel are aware and likely careful not to pass classified information, their identity and location alone may provide enough valuable information.

    As of late june 2008, dr. Mohammad ((hamzah)) ahmadzai, an associate of tb commander abdul rahman ((habibzai)), planned to provide chemically-enhanced munitions to qari ((khalid)), a wahabi who sought to conduct unspecified attacks in konar province, afghanistan. Hamzah first met khalid in circa late may 2008 via ustad ((asad)), a chemical expert and hamzah’s teacher. In early july, hamzah provided khalid two rocket-propelled grenade (rpg) rounds with chemical payloads that were intended to spread a poisonous gas upon impact. Due to his desire to continue acquiring such munitions, khalid had agreed to bring his operations in konar province under the command of habibzai. (comment: there was no further information on the timing or targets of any attacks khalid planned with the chemical munitions.)

    Separately, hamzah had expressed an interest in acquiring uranium to be used in explosives for unspecified purposes but found it to be too expensive to acquire. The uranium was allegedly available from an unspecified factory in lahore, punjab province, pakistan, at a cost of approximately 35,000 pakistani rupees (pkr) for ten grams. (comment: at an exchange rate of 65 pkr to u.s. $35,000 pkr is equivalent to approximately u.s. $538.) Hamzah was thus seeking alternative means of creating a large explosion that could be used to attack the cf base near the afghan military training center in kabul city, kabul province, afghanistan. Hamzah planned to use six kilograms of the same chemical compound he used in the chemical-laden rpg rounds. As of early july, hamzah had not finalized plans for such an attack.

    Hamzah originally obtained the poisonous chemical formula from ustad asad, who had been his teacher. Hamzah then implemented the use of the formula with rpg rounds. Asad learned his chemical skills from dr. ((salahuddin)), aka engineer ((salahuddin)), of punjab province, pakistan, who was located in iraq as of 2008. Salahuddin claimed to have learned his technical skills from pakistani nuclear scientist a.q. ((khan)). Asad claimed to have ties to numerous extremist groups, and he periodically brokered contact between hamzah and commanders seeking hamzah’s expertise. As of early july, hamzah was attempting to make contact with unspecified al-qa’ida arabs via asad. An arab in bajaur agency, federally administered tribal areas (fata), pakistan, provided asad with remote controls for use with improvised explosive devices.

    Asad and hamzah were also assisted by ((rohullah)), who was the deputy for mohmand agency, fata, pakistan, for supai suhaba, a pakistani political party. Rohullah was in touch with habibzai via hamzah and asad, and he also claimed to be cooperating with tehrik-e.

THE MILITANTS PLANNED TO TARGET SAROBI, AFGHANISTAN, WITH THE SVBIED. (COMMENT: SAROBI IS LIKELY A REFERENCE TO SAROBI DISTRICT, PAKTIKA PROVINCE.) HAMID GUL ENCOURAGED THE AAF LEADERS TO FOCUS THEIR OPERATION INSIDE OF AFGHANISTAN IN EXCHANGE FOR THE GOVERNMENT OF PAKISTAN’S SECURITY FORCES TURNING A BLIND EYE TO THE PRESENCE OF AAF COMMANDERS AND FIGHTERS IN PAKISTAN (NFI).         But for all their eye-popping details, the intelligence files, which are mostly collated by junior officers relying on informants and Afghan officials, fail to provide a convincing smoking gun for ISI complicity. Most of the reports are vague, filled with incongruent detail, or crudely fabricated. The same characters – famous Taliban commanders, well-known ISI officials – and scenarios repeatedly pop up. And few of the events predicted in the reports subsequently occurred.

        A retired senior American officer said ground-level reports were considered to be a mixture of “rumours, bullshit and second-hand information” and were weeded out as they passed up the chain of command. “As someone who had to sift through thousands of these reports, I can say that the chances of finding any real information are pretty slim,” said the officer, who has years of experience in the region.

        If anything, the jumble of allegations highlights the perils of collecting accurate intelligence in a complex arena where all sides have an interest in distorting the truth.

      It is believed by some members of the community that the Taleban in GMR are in the possession of a poison that will kill if ingested or comes into contact with the skin. This unidentified poison was supplied from IRAN and it has been suggested that it is to be used against Government officials such as Governor WAFA by placing it in their food or tea and would be more effective than the use of suicide bombers.

        (S//REL TO USA, GCTF, ISAF, NATO) Insurgent Plan To Poison CF In Nuristan Province On 01 May 2008, insurgent leader Mulvi ((Nasim)) met with associates at his home in Kowtalay Village (42SXD2664), Nurgaram District, Nuristan Province, Afghanistan. Nasim passed out a substance he described as poison with instructions to add to food or drink CF would consume in local villages during normal patrols. Once a Coalition Soldier ingests the poison, the substance will enter the stomach and the soldier will die. (Source Comment – The poison is called //Osama Kapa// in honor of Osama ((Bin Laden)). Nasim said a bodyguard of Bin Laden developed the poison. I do not know how much poison Nasim has in his possession. I believe this poison is available to other insurgent commanders in Laghman Province, Afghanistan.)
        Once a Coalition Soldier has ingested the substance and died, Nasim claimed three unidentified individuals will attack Forward Operating Base Kalagush, Nurgaram District, Nuristan Province with unidentified explosives. Nasim believes once a Soldier has been poisoned, the remaining forces will be sufficiently distracted to allow a successful attack on the U.S. base. (Source Comment – I do not know if the base attackers will be suicide bombers.)
        Mulvi Nasim is approximately 38 years old, 67 to 69 inches tall, of a medium build, and wears a full black beard roughly four inches in length. Nasim has a small mole under one of his eyes and usually covers his face with a scarf during the day. (Source comment-Nasim has squinty eyes, like a man from china.) Nasim owns a shop in Kowtalay Village that sells general goods, and Nasim occasionally operates it himself. (Source Comment – The shop is labeled number six, and Nasim will lock the shop if police or Coalition vehicles are in the area. The shop is not continuously open for business, and is sometime operated by an unidentified relative.)
        On 01 May 2008, Coalition Forces recovered roughly three grams of the substance. (Field Comment – The substance appears to be a fine white powder and weighs roughly three grams. The substance was obtained packaged in two clear plastic bags, and was subsequently packaged by coalition forces into two additional plastic bags, sealed in a clear plastic container, and wrapped and tapped in a black garbage bag.)

    The George Mason University student in contact with Awlaki, recently charged with supporting terrorism, sent up weather balloons for a living. This is worth noting given Ayman Zawahiri’s reading list including materials that included the use of balloons to disperse aerosolized anthrax. The books recounted Japan’s attempted use of high altitude balloons during WW II. The list is published in the appendix of the Science magazine article.

    Given it takes USAMRIID two years to produce a simple stack of emails that show Ivins’ innocence and the USG’s massive confusion on Amerithrax, there is simply no reason to think the United States government is succeeding in neutralizing the anthrax threat. As two examples, in his August 8, 2008 press conference, for which a transcript is available, United States Attorney did not realize that the matching anthrax was commonly (and once) stored in 1412 (implicating access by an entirely different 100-200 people). Similarly, he falsely stated that the stamp was uniquely sold at Ivins post office rather than throughout Maryland and Virginia. The fellow aggressively editing Wikipedia to try to make that Ivins “evidently” is guilty of the crimes thought that the genetics uniquely pointed to Ivins and argued that point for a half year notwithstanding Bugmaster’s patient attempts to explain his mistake.

        Zachary Chesser wanted to fight in Somalia.

        Atef, Al Qaeda’s military commander to whom Ayman Zawahiri reported on anthrax, sent a team of high-level Egyptian Islamic Jihad operatives to Somalia in 1993 or so. It was led by Saif Adel. An internal Al Qaeda memo produced by the West Point Center on Combatting Terrorism explained that the group was known as The Green Team.

        Given that Ayman in Summer 2001 correspondence used “School” to refer to Egyptian Islamic JIhad, and Green was routinely used by the senior EIJ operatives, everyone but the DOJ and FBI knew that “Greendale School” was code indicating that it was from Atef/Ayman or their recruits as part of a cell operation. The use of “School” was as well known — or should have been as well known — as the wedding used in the JLo letter sent to one of the AMI papers in Florida.

          On April 18, Chesser posted a comment to Revolution Muslim’s Web site, calling on supporters to help in the “defense of the Prophet campaign.” The post included a purported lecture of Anwar al-Awlaki, a U.S. born Muslim cleric living in Yemen who distributes radical sermons online, retelling a story about a Jewish leader who was assassinated for defaming the Prophet during the 7th century. The post ends with the message by Revolution Muslim: “Join us in this campaign to let Matt Stone & Trey Parker know that…the dust will never settle down.”
