    What GAO Found

    The Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI) have identified some gaps in their bioforensics capabilities, but DHS has not performed a formal bioforensics capability gap analysis. It is therefore not clear whether DHS and the FBI have identified all of their capability gaps. A capability gap analysis can help identify deficiencies in capabilities and can help support the validation and prioritization of how to address the gaps.

    Comment: I think many tens of millions of dollars are wasted each year by the United States government — spending money on things such as bioforensics and biodefensic, when a bigger, more profound gap exists… and that is a gap in credibility.

    The FBI’s failure to provide a copy of Notebook 4282 — Ivins notebook containing notations on the date of mailing — is far more important and profound failure than what the US government’s other failures. There is no reason that the public should trust that a government that withhold the notebook can be trusted to be able to stop a mass terrorist attack involving a release of a deadly aerosol.

    An earlier GAO report that took years and accomplished nothing meaningful illustrates that GAO has been been part of the problem, and has not at all furthered government “accountability.”

    The people at the FBI who have been responsible for Notebook 4282 not being found and produced should step down and make way for “can-do” replacements.

    The FBI’s inefficiency is knowing and intentional. The FBI needs business efficiency experts.

    It was not so long ago (before 911) that FBI Agents were not allowed to use the internet.
