      There is no reason to think that the same inefficiency in communication between agencies — with weeks and months passing — does not occur in real time investigative matters when dots need to be connected.

    Perhaps Stephen Engelberg, ProPublica, Greg Gordon, McClatchy, Jim Gilmore and Mike Wiser, PBS Frontline could review the Table of Contents that Ken Dillon obtains of the Interim Case Management Summary and choose 50 pages of their keenest interest. For example, no traditional forensic reports have been produced. The FOIA request for the 50 pages of any reporter’s keenest, I am informed, would be expedited.

    Comment: The solution is simple: Moving forward, from this point onward, terminate the employees looking to withhold potentially exculpatory traditional tests and contemporaneous evidence. Pull up the emails of those responsible as the grounds of discharge. It otherwise is CYA business as usual — as illustrated by the FBI’s continued withholding from me of the two key notebooks (after having removed them from USAMRIID).

    What is going to be disclosed will shock you — in terms of the false narrative that was spun and continues to be spun by FBI officials, to include by scientists who were supposed to be objective (rather than advocates for the prosecution).

    I know what you did.

    A hacker claimed he compromised a Department of Justice email account and stole 200GB of data, including information on FBI agents.

      The hacker claims the databases were on a Justice Department intranet and that he had access to a full terabyte of information — although he says he was only able to download 200 gigabytes of data.

      Tweets from the @DotGovs account suggest that the hack was motivated by support for Palestine.

      “When will the US government realize we won’t stop until they cut relations with Israel,” the account tweeted on Sunday.

      Another group of hackers, known as Crackas with Attitude, have recently broken into the personal email accounts of several high-ranking law enforcement and intelligence officials to demonstrate support for Palestine.

      In the last six months, the teenaged hackers have infiltrated personal accounts belonging to CIA Director John Brennan, Director of National Intelligence James Clapper, Secretary of Homeland Security Jeh Johnson and FBI Deputy Director Mark Giuliano. Most recently, they targeted President Obama’s senior advisor on science and technology, John Holdren.


      I guess I don’t see the significance of a list of employees. There was a day when that sort of thing was more public than it is, but such a list has never been interesting.

      Indeed, I suspect the number of people who read it will be in the single digits.

      In contrast, the 3500 (or whatever) pages Dillon obtained lawfully promise to be fascinating.

    “He replaces Vincent Lisi, who retired at the end of August to take a job in the private sector. As special agent in charge of the Boston FBI office, Shaw oversees the bureau’s Northeast region, which includes Massachusetts, Maine, New Hampshire, and Rhode Island.

    Shaw, 49, grew up in Weymouth and Hingham. The father of four is a graduate of Norwich University and served in the Army for more than nine years.

    He joined the FBI in 1999, assigned to the New York Division. As a member of the Joint Terrorism Task Force, he investigated the bombing of the USS Cole in the port of Aden, Yemen, in 2000, and he was a case agent in the investigation of the Sept. 11, 2001, terror attacks.

    He has also worked in the CIA’s Counterterrorism Center – one of the FBI’s first liaisons to that agency in the post 9/11 era – and later served as special agent in charge of the Counterterrorism Division in New York, where he managed the division’s international investigations. In that position, he led efforts to disrupt the plot to bomb the New York Federal Reserve and also worked to help identify and locate subjects tied to the attacks on the US consulate in Benghazi, Libya.

    Most recently, Shaw has served as the special agent in charge of the Counterintelligence Division in New York, where he was responsible for counterintelligence, counterproliferation, and counterespionage programs.

    Shaw said that the FBI has developed a national strategy to be not only an investigatory agency but also an intelligence agency, and he will take that approach in the Northeast region as well.


    Shaw acknowledged one FBI investigation that remains critical to Boston alone: solving the notorious heist at the Isabella Stewart Gardner Museum.

    “We will continue to solicit every lead and attack every lead that we get,” he said. “We understand its significance to the Greater Boston community.”


    Agent Shaw, I would consider Louis R. Guarente, as your best lead. When Elene Guarente, Jeanine Guarantee and Earle Berghman, through a lawyer, contacted the museum in 2004 in an attempt to return to the paintings for the reward, the lead was discounted because the forensics on the red paint did not seem a match. But consider that there was a mistake or confusion over which painting the chips were from. The museum director did not even tell Tony the security director when he came on board the next year reportedly. Earle had never even been interviewed by the FBI when he was interviewed a year or two back. Consider what Elene, Jeanine, Earle (via counsel) were NOT saying: Lou Guarante, age 23, lived at the same house on Lakewood in 1992 when the paintings needed to be hidden on a long-term basis. (The state authorities had neglected the offer of the paintings in exchange for dropping the cocaine distribution charges against Mello and Turner). Lou may still be in Saco, ME but odds are not. His email address, I believe, used to be his high school alma mater bulldog. Jeanine knows more than Elene, I think. Bobby trusted her.

    You seem to have an excellent background relative to the mission of keeping the northeast safe, a far more important priority. (Milton works with my friend Steve and so he’s bound to mention the heist every time he writes a profile.) While Isabella Gardner heist pales in importance, it is always worth showing crime doesn’t pay. Dershowitz is waiting in the wings to make sure it doesn’t.

    Scooter Libby Resurfaces on Biodefense Panel

    Convicted felon I. Lewis “Scooter” Libby, the former top aide to Vice President Dick Cheney who was found guilty in a sensational leak case, has resurfaced on the fringes of government in an unpaid position on a biodefense advisory panel whose experts will testify at a House hearing Wednesday.

    Libby was listed as an ex-officio member of the Blue Ribbon Study Panel on Biodefense, which is privately funded by the conservative Hudson Institute and several corporations and pharmaceutical companies.

    Expert members of the Study Panel, including Kenneth L. Wainstein, a former assistant attorney general for National Security and Homeland Security adviser to former President George W. Bush, were scheduled to testify Wednesday afternoon before the House Armed Services Committee at a hearing on “Outside Views on Biodefense for the Department of Defense.”

    The Army scandal last year on the shipment of live anthrax to all 50 states and around the world has renewed concerns on biodefense issues.

    The study panel is co-chaired by former Sen. Joseph Lieberman, I-Connecticut, and former Gov. Tom Ridge, R-Pennsylvania. Members of the panel include prominent Democrats such as former Senate Majority Leader Tom Daschle, D-Montana, and former Health and Human Services Secretary Donna Shalala.

    The bipartisan study panel issued a lengthy report last October charging that the U.S. was unprepared for attack by biological weapons and lacked centralized planning to mount a defense. ***

      [Note DOD’s Christian Hasseell is former FBI Lab head — and in his new role at DOD was allowed to truncate analysis to post-2002… and DOD then incredibly was let off the hook and claim that no one was harmed.

      General Parker, who testified yesterday, is doing the same thing in his testimony even though the 2001 shipment and mailings happened under his Command and the investigation was led by the other witness, Attorney Wainstein.

      Both should tend to old business — involving the public’s right to know — before hoping to have credibility moving forward with obtaining budgetary approval over billions in new business.

      Vahid Majidi, similarly, both had responsibility for the production/withholding of information relating to traditional forensics and guided the truncated DOD review (that limited things to post-2002 shipments and irradiation).

        Below is a letter attaching a letter from the NAS that emphasizes the importance of understanding the relationship between Flask 1030 and Flask 1029.

        Flask 1030 (registered in Bldg.1412) had 3 morphs — and was sent to Dugway as the seed stock for growth of virulent Ames. Unlike Flask 1029, Flask 1030 had a silicon signature.

        The entire purpose of this blog is to upload documents such as this page B3D10 showing that CDC 7738 was determined to have the 3 morphs. That “CDC 7738” is the name for Flask 1030. Flask 1030, which had a silicon signature, as the seed for Flask 1029 — and was shipped to Dugway well before Fall 2001. Morphs result from additional passaging. As for the (lack of) statistical significance of 3 morphs versus 4 morphs, I would refer you to the GAO and NAS report. (Neither the NAS nor GAO was impressed).

        Below I believe I am including below an FBI document that shows the 13 production dates for RMR 1030 and the 22 production dates of RMR 1029.

        We have no information whatsoever about shipments FROM Dugway prior to 2002 — except for those that were shipped to USAMRIID. Doughy did not have a means of irradiating samples — at least they did not have irradiating equipment — and so all the Ames that Dugway shipped was LIVE (or at least not irradiated at Dugway).

        One shipment went missing according to email correspondence I’ve uploaded.

        The head Dugway fellow said it was sometimes necessary to use lives Ames in testing decontamination agents — so as to know that they actually worked.

        My emphasis has always been to focus on the need for DOD to produce documents relating to shipments of Ames (both virulent and putatively inactivated) prior to 2002.

        The emphasis has fallen on deaf ears on USA Today — at least Alyson has never made the point even though it is extremely important.

        The media let go unnoticed that the same people leading Amerithrax truncated the DOD review to post-2002 shipments.

        You are going to be shocked at the documents to be uploaded. But I have to wait until things are formally processed through FOIA because of privacy laws.

        These issues (and Al Qaeda’s anthrax threat) do not directly affect me because I don’t live in DC and NYC (and it has been years since I lived in either). But if I were the ones giving the testimony yesterday in DC — or asking the questions — I would be picking up the phone and giving FBI’s Dave Hardy (FOIA) an earful about the public interest.

    One of the key success elements that local fire and EMS departments need is timely and relevant information about threats to their communities. Because local fire chiefs must balance competing priorities with tightened budgets, they need to have credible information about the tactics, techniques, and procedures that the terrorists are starting to use. The federal government is an important partner in educating local fire chiefs about the threats to their areas. This information should be classified at the For Official Use Only level or even unclassified, if possible. Local fire chiefs do not need to know the sources and methods of how information is obtained; they must however know what tactics the terrorists are planning to use and how to respond to them. Such information is critical not only for the public’s safety, but for the safety of the responding fire/EMS personnel as well. Lower levels of classification are important, because many fire chiefs still do not have security clearances and it is difficult to pass on classified information to other stakeholders that do not have clearances.

    The IAFC supports state and regional fusion centers, which can serve as a clearinghouse of information between federal, state, and local partners. It is important that these fusion centers have local fire service representation, not only to contribute subject matter expertise beyond typical law enforcement expertise but also so that information can be made actionable for the local fire and EMS departments.

    Back in the saddle in Albany as its new head, he handled the anthrax hoax case here in Syracuse involving a wing nut from Cicero.

    Vale isn’t the Vale who went to Corcoran High School here, is he? (I’m hearing confusing, unconfirmed secondhand reports about someone named “Vale” (phonetic) which is why I ask). (I thought “Vale” worked for the NYS DEC the way people were talking.) (I have a disagreement with the DEC because they (up to now) have insisted on shooting my mute swan friend Ernie and his sister; prevented only by successive legislative bills overwhelmingly passed and then vetoed by Governor Cuomo).

    If Agent Vale is anything of the caliber of Michael Mason, who had worked for Director Mueller and then headed the Washington Field Office, our region is in good hands. (Michael Mason too had worked out of the Syracuse office and personally assured me that the FBI was going to leave no stone unturned).

    The FBI has taken out a billboard in Albany asking people to call to report corruption. As strident as ISIS has been of late, public corruption should (needs to) always remain a top priority. The public wishes the FBI best of luck. (Ironically, Whitey Bulger’s notes were in the news today about how he paid two FBI agents to avoid being prosecuted. I’ve always found it useful to follow the money.) (The FBI might note the $600 million the Saudis gave Malaysia’s head).

    People — including Director Mueller and his former assistant Vale — should keep an open mind on such things as who is responsible for the Fall 2001 anthrax mailings. Mueller, of course, is very smart and an experienced homicide prosecutor. But a lot of thoughtful people think that Amerithrax remains unsolved.

    Sometimes verifiable truth is more important than good public relations. The one most often leads to the other. Speech writing skill is not the priority — document analysis is. Forensics. Like the forensics that former Amerithrax lead investigator Rick Lambert advises us is being intentionally withheld.

    Off-topic: I went to see “Brooklyn” today as part of researching the Academy Awards, which the FBI knows I work hard at predicting. I wanted to see if there was anyone who might challenge Brie Larson’s apparent lock (Room) on Actress (Leading Role). It was only the local FBI Agent who on the subject of Oscars who had any appreciation for how hard I work for a free movie ticket and a good story.

      I don’t recall where I read that Agent Vale worked closely with FBI Director Mueller. It’s not like I have FBI sources.

      Needless to say, I was glad when the matter involving numerous mailings from this area was solved — if for no other reason I was mistaken in my theorizing about the case, so I was saved further embarrassment. My batting average is actually not so good when you consider that although I was knowledgeable and insightful about the Unabom matter years earlier, Mr. Kaczynski had never appeared on my radar until his brother was nagged by his wife to turn him in. (My crowning moment when I pointed out that TECHNOPHOBIA had been written based on an idea suggested by Ted’s brother in 1985; before that, my key insight was that TK was appealing to Nordicist Anarchists as an essential element of his hoped-for revolution, contrary to the public perception that he was a leftist.) see para. 222, 227, 229 of his manifesto.

      My info regarding his close work with former FBI Director Mueller is from an FBI press release apparently. The close work dates both to 2011 and also to 2005. It is only a good thing that the former FBI Director surrounded himself with people with hands-on learning about the Blind Sheik.

      “Mr. Vale began his career as a special agent with the FBI in September 1991. He first reported to the Newark Division, where he investigated terrorism, background, and civil rights matters. In October 1998, Mr. Vale was promoted to supervisor of the Joint Terrorism Task Force to oversee domestic and international terrorism investigations.

      In November 2001, he transferred to the Domestic Terrorism Operations Unit at FBI Headquarters and provided program management oversight for all domestic terrorism investigations in the Northeast region of the United States. He was promoted to chief of the unit in August 2003. In January 2005, Mr. Vale was appointed unit chief of the Director’s Research Group, where he reviewed, edited, and approved briefing materials for Director Mueller’s congressional testimony, domestic and international travel, and meetings.

      Mr. Vale transferred to the Albany Division in August 2006 as the assistant special agent in charge of the National Security Branch. In this capacity, he provided program management oversight for the Counterterrorism, Counterintelligence, and Intelligence programs. Mr. Vale returned to FBI Headquarters in September 2011 as the special assistant to the deputy director.”
