    Microbiologist Robert J. Hawley, Chief of USAMRIID’s Safety Office, in his deposition produced today, testified that prior to 2002, security check of foreign nationals accessing B3 labs at USAMRIID was not a responsibility of the safety office. I have forwarded the deposition to USAMRIID for uploading in its FOIA Electronic Reading Room.

    In their newly produced civil depositions, Dr. Friedlander does not recall speaking to the Inspector General’s representative in Fall 2001. Neither does Dr. Welkos.

    The documents relating to the visit by University of Michigan researcher whose friends had been recruited by Dr. Ayman Zawahiri into jihad were obtained by someone in March 2005 and faxed from a telephone number I believe was Dr. Friedlander’s telephone number. In the fax to the FBI, he advised he had obtained them from Bruce Ivins. Dr. Friedlander might know the circumstances of his visit and might be able to flesh out the details of the approval. Dr. Ivins reportedly had not known that Tarek was not a citizen and so it apparently would have been without the usual security check. It is unclear whether such a security check would have turned up the friends recruited into jihad by Ayman Zawahiri in the long distant past.

    After Dr. Hamouda did not respond to my emailed inquiry to him about whether he knew the people I was asking about (EIJ members), I called one of the former jihadists. The former jihad supporter had been childhood friends with Tarek and been at Cairo Medical at the same time when Zawahiri recruited on Fridays. In a book, INSIDE JIHAD, he describes being recruited by Ayman Zawahiri. This mutual friend, “Tawfiq” (an alias) Hamid, says he withdrew from the group when they asked him to bury a security officer near the mosque. “Tawfiq” explained to me that he said he had called Tarek to ask him about patents before 9/11. Tarek reportedly said it was all in the marketing. Tarek tested his decontamination agent at USAMRIID, Johns-Hopkin, LSU, and Dugway. His co-principal, who went on to become the head of international vaccines at Merck, as I recall, says that a surrogate was used in the Dugway tests.

    I do not know the connection that Dr. Ivins had with the University of Michigan researchers had that might have led to the visit — especially without the necessary security checks apparently being done. I know that Bruce and Pat had gone to Michigan in connection with their Bioport research.

    According to the testimony, the usual security checks typically would not pick up on associations abroad.

    I know my friend “Tawfiq” to have the highest integrity — the Egyptian Islamic Group held a lot of sway at medical school during that era but he charted a different course, steering a course that avoided violence and advocated tolerances of religious and political differences.

    It nonetheless was a serious breach of procedure not to have a national security check done in advance of the arrival of a foreign national visiting the B3 lab to work with virulent Ames, especially given that one or more of his good friends had been recruited by Dr. Ayman Zawahiri who regularly recruited students while they were at Cairo Medical School. Dr. Zawahiri had made it a decades-long mission to develop anthrax as a weapon for use to retaliate for the rendering of senior EIJ leaders, to include the Blind Sheik Abdel-Rahman and Ayman’s brother, Mohammed.
