    In the formal handwriting examination conducted for Amerithrax, it was concluded that Bruce Ivins probably did not write the anthrax letters.

    A wonderful woman at USMRC named Sandy worked patiently over months that extended into years in overseeing the uploading of thousands of pages of documents authored by Bruce Ivins. At the USAMRIID website, there are many dozens of pages of handwriting exemplar under the category “Lab Notebooks” at the FOIA Reading Room. From the USAMRIID main page, click through to the FOIA Reading Room (don’t be alarmed, the security certificate does not match because they track visitors). You can see that Dr. Ivins likable, loosy-goosy handwriting looks nothing the regimented style of the anthrax letters. The FBI did not upload any handwriting exemplars for Dr. Ivins. The FBI withheld the expert handwriting analysis.

    In Florida, the man who is Al Qaeda’s chief of external operations, El-Shukrijumah, accompanied Mohammed Atta, for example, to immigration and reportedly visited the same flight school. El-Shukrijumah maintained a website selling his Dad’s language materials to beginners. Did he help Atta and the hijackers with their paperwork? Did Adnan El-Shukrijumah write the Fall 2001 anthrax letters?

    El-Shukrijumah explains the work his dad did teaching language to beginners. His father was the translator for Blind Sheik Abdel-Rahman and a character witness for one of the 1993 WTC bombers.

    On September 13, 2001 according to a witness named the intended 20th hijacker Qahtani, the 5′ 4″ man named Adnan El-Shukrijumah was living with 911 plotter KSM in Kandahar, Afghanistan. Kandahar was where Sufaat’s anthrax lab had been located and operational for several months.. KSM instructed El-Shukrijumah to get ready to travel. That memo embodying the instruction to El-Shukrijumah should be produced.

    In 2001, El-Shukrijumah cased targets in the US for KSM. (see KSM’s detainee assessment that has been uploaded). Before that, El-Shukrijumah for 2 years had maintained the website sharing his Dad’s instruction on constructing the letters of the alphabet and word formation for the beginner. The FBI has failed to upload any exemplars for El-Shukrijumah. The FBI reports it did not even know El-Shukrijumah was working with the terrorists until March 2003 when KSM was captured.

    In its Amerithrax Investigative Summary, the zealous prosecutors point to Dr. Ivins used similar language in one phrase to the Fall 2001 anthrax letters — in saying that Bin Laden had issued a fatwa against the US and had anthrax. Anthrax was Dr. Ivins’ field. Dr. Ivins was just reporting on what had been reported nationally that day by Bill Gertz and national news media. Yazid Sufaat at the same time — in Afghanistan — was explaining to KSM in Kandahar that he was working with virulent anthrax and that he and his assistants were protected from exposure because they had been vaccinated.

    In Facebook email and chat, Yazid Sufaat, before being charged with terrorism in Malaysia, did not deny to me Al Qaeda’s responsibility for the Fall 2001 anthrax mailings. Given that El-Shukrijumah is now head of Al Qaeda’s external operations, the FBi should err in disclosure of handwritten printed documents bearing on who wrote the Fall 2001 anthrax letters.

    Anyone who stands in the way of the fullest possible disclosure permitted under the law risks being fired. If El-Shukrijumah ever fulfills Dr. Ayman Zawahiri’s intention of attacking the US with anthrax, history in the end will sort out which government employees obstructed the disclosure of documents to the GAO in its ongoing review. Everyone will sometimes reach the wrong conclusion in a difficult mystery. There is no indication that outside critics could do better in the rush of events and the pressures they faced. Hindsight is truly 20/20. But only some withhold documents to spin evidence so as to be misleading — withhold documents so as to avoid it being shown that the conclusion is mistaken.

    GAO will have a written record of the delays and unfulfilled document requests in its ongoing review. The withholding from FBI provably continues to this day. GAO needs personnel experienced in extracting documents from an agency that has deep expertise in resisting discovery.

    Adnan El-Shukrijumah was not the best speller. Just as the anthrax mailer spelled a key word wrong, Adnan did not even know how to spell the word “grammar.” Like the anthrax mailer, he wrote in all capital letters. Like the anthrax mailer, sometimes he omitted the period. His brother Nabil, who judging by his posts online shares Adnan’s views, now lives in the family homestead and could provide handwriting exemplars if the FBI continues to withhold them. Adnan’s mom protests the innocence of his son. Adnan is now under indictment in New York City (and subject to extradition) for a 2008 plot to bomb the New York City subways (involving the angry young man Zazi).

      1. The SECRET NOFORN 20311208 detainee assessment for KSM explains the context:

      “(S/A{F) In August 2001, detainee had conversations with Muhammad Atef, and learned that al-Qaida was pursuing the development of anthrax related technologies to use in operations. Abu Harith al-Malaysi aka (Abu Haris) asked detainee in the summer of 2001 to move crates containing biological laboratory equipment from Karachi to Kandahar. This further convinced detainee of an al-Qaida effort to produce anthrax.a0 After his discussions with Muhammad Atef,detainee said he assumed the special laboratory near Tamak Farm was related to anthrax development efforts and the equipment he was asked to transfer from Karachi to Kandahar, circa May 2001, was for that laboratory.4l

      . (S//I{F) Detaineew as presenti n CNN videotapes showing al-Qaida’s chemical testing on dogs and was reportedly in regular consultations with noted poison and explosives expert Abu Khabab al-Masri.a2

      . (S/AIF) Yazid Sufaat stayed at detainee’s home for six days. Yazid told detainee he was developing anthrax for al-Qaida, and was happy in his work. Yazid was giving biology lessons to two al-Qaida operatives detained Abu Bakr al-Filistini aka (Samir Hilmi al-Barq)a nd al-Hud al-Sudani.a3 When detainee queried Yazid about the danger of his research Yazid indicated there was little to worry about since he (Yazid), Bakr, and al-Hud all had anthrax vaccines. As al-Qaida was leaving Afghanistan,Yazid planned to reinstitute the anthrax program in Pakistan

      2. SECRET / NOFORN 20330613 detainee assessment relating to Majid Khan states:

      “○ (S//NF) Detainee stated KU-10024 wanted to use Jaffar al-Tayyar [Jaffar al-Tayar is Adnan El-Shukrijumah] ,32 Zuhayb, and two to three unknown African-American Muslim converts who were training in Afghanistan to conduct the attacks against the gas stations. Detainee claimed KU-10024 was interested in using individuals with US status to assist with this operation, but would not necessarily use detainee to conduct the attack.33

      􀂃 (S//NF) KU-10024 tasked detainee to conduct research to support unspecified poisons attacks against US water reservoirs.35

      ○ (S//NF) KU-10024 discussed plans to target the infrastructure of the US. KU-
      10024 stated he wanted to target water reservoirs and water treatment plants in the US. KU-10024 had not worked out the details of this plan and admitted determining the appropriate contaminant would require further research. KU-10024 was interested in having detainee work on the water supply project, as well as a project targeting nuclear reactors.36

      3. The SECRET NOFORN 20331030 detainee assessment of Qahtani, the intended “20th hijacker” who unsuccessfully tried to get into the country in early August 2001, says he saw Padilla and Adnan El-Shukrijumah at KSM’s house on September 13, 2001.

      “Detainee stated he visited KU-10024’s house approximately 13 September 2001, during which he saw suspected “dirty-bomb” plotters Jose Padilla, ISN US0US-010008DP (US-10008); and Adnan al-Shukrijumma aka (Jafar al-Tayyar).26″

      4. The July 7, 2008 SECRET NOFORN detainee assessment of Abdu Ali Sharqawi states

      “Al-Hadrami also had knowledge of the individuals suspected of being responsible for the 2001 anthrax attacks in the United States, and al-Hadrami provided information about the attacks to detainee.30)

      “(S//NF) Detainee knows Adnan el-Shukrijummah, aka (Jaffar al-Tayyar), a suspected al-Qaida operative. Detainee stated he initially met Shukrijummah in Bosnia in 1995, and then saw him in Saudi Arabia in 1997 during a pilgrimage. Detainee later met Shukrijummah in Pakistan or Afghanistan between August 2001 and January 2002. The FBI suspects that Adnan el-Shukrijummah was trained to operate as a terrorist organizer and field commander on the same level as the 11 September 2001 terrorist Muhammad Atta.45″

      6. In a letter on a laptop from someone who had access to operational communications, KSM instructed El-Shukrijumah to be ready to travel. When asked about the letter, KSM was surprised the letter still existed because protocol called for destruction of such evidence. That letter should be disclosed — its date should be made public.

      The May 30, 2008 SECRET FORN 20330530 Bashir Nasir Ali al-Marwalah states:

      “(S//NF) KU-10024 [KSM] indicated detainee had direct access to operational
      communications. In another letter recovered during the Karachi raids, KU-10024 instructed YM-10013 for travel. When KU-10024 [KSM] was confronted with the letter during a custodial interview, he was surprised that the letter existed, as detainee was supposed to destroy important documents and correspondence.38 (Analyst Note: KU-10024’s comment indicates that detainee had access to operation planning and coordination through his handling of the correspondence. It is probable that Jafar al-Tayyar (Tayyar is Arabic for pilot) was involved in an operational planning
      utilizing the data from the hard drives recovered during the safe house raid.)

      7. Did Yazid Sufaat get the anthrax vaccine from Najmut Tariq? Did El-Shukrijumah and his father know Najmut Tariq from Brooklyn?

      The detainee assessment of Saifullah A. Paracha ( S E C R E T / / NOFORN / / 20331117 ) states:

      (S//NF) The diary contained contact information for Najmut Tariq, a possible al- Qaida anthrax operative residing in New York. The name Tariq also appeared in a document recovered from an al-Qaida safe house in Pakistan along with a notation for
      the anthrax vaccine. Another al-Qaida associate identified Tariq as a businessman in the pharmaceutical industry.38

      (S//NF) Detainee stated he has known Tariq since 1969, prior to detainee’s travels to the US. Tariq lived in Nazimabad, PK, detainee’s village, and they both attended the Mahmoomadin Mosque. Detainee stated he last spoke with Tariq in Karachi, PK, in early July 2003.39 Detainee added Tariq is a member of Jamiat Islami and is a pharmacist in the US with stores in Boston and New York City. Tariq was also close to Qazi Hussain Ahmad, the leader of Jamiat Islami.40

      (S/NF) Information linking Tariq to anthrax and biological weapons was found on a calendar belonging to Arif Qasmani, a Lashkar-e-Tayyiba (LT) member and associate of senior al-Qaida facilitator Zayn al-Abidin Muhammad Husayn, aka (Abu Zubaydah), ISN US9GZ-010016DP (GZ-10016).41

      First of four parts

      A video opens with an ordinary young man standing in front a blackboard in a Florida community college classroom. He’s about to embark on a rite of passage that everyone remembers and most everyone hates: the five-minute oral presentation.

      There are jumper cables on the table in front of him. He touches them nervously before he smiles, introduces himself, and dives right in.

      “Hi, um, I’m Adnan,” he looks down at his index cards for support, “and today we are going to learn how to jump-start a car.”

      It was 1997. The man in the video is Adnan Shukrijumah, thought to be the highest-ranking American in al-Qaida. Intelligence officials believe he is 9-11 mastermind Khalid Sheik Mohammed’s successor, and since he left Florida in the spring of 2001, has made it his life’s work to attack America.

      Shukrijumah is one of a growing number of Americans who are showing up in key positions in al-Qaida and its affiliate groups, presenting a new challenge for law enforcement. They are enemies who are not only familiar with America, but also deeply understand it.

      As it turns out, that videotape — a shaky, badly lit film catching Shukrijumah on film 13 years ago — ended up as a crucial piece of evidence in a terrorism plot directed at the U.S. last year: a plan to bomb transportation targets around New York City.

      With respect to the plot this past week to blow up the US embassy in Cairo, reporters should ask: Did Al Qaeda’s head of external operations have a hand in promoting the operation as he did the plot to blow up the NYC subway?

      After asking that, they should make it a point to obtain as many samples of his handwriting (English printing) as possible. His sister lives in Albuquerque. She likely would have correspondence from Adnan and may be willing to help now.

      CAIRO — Egyptian security forces have arrested three militants with ties to Al Qaeda who were planning terrorist attacks in Egyptian cities and against a foreign embassy, the interior minister said Saturday.

      A Western official said the Egyptians had privately identified the embassy as the US Embassy in Cairo.

      The drumbeat of anthrax hoaxes at our embassies abroad — such as in China today — must never drown out the importance that we protect the people whose job it is to protect the country.

      It’s our job to say “We’ve got your back. We will follow the evidence where it leads. We will not spin facts. We will always seek out the best evidence of the threats these people face.”

      U.S. consulate office in China closes after white powder is found

      BEIJING — A U.S. consulate in China was forced to suspend some operations after an envelope was found containing a suspicious white power.

      The envelope was discovered Monday by a staffer in the office that issues visas and handles American citizen services in the U.S. Consulate in Guangzhou. The consulate posted a notice on its website saying that the office would be closed through Wednesday, but an official at the U.S. Embassy in Beijing said it is possible that it will be longer.

      “That office has temporarily suspended operations until an investigation is completed,” Nolan Barkhouse, an embassy spokesman, said Tuesday. There was no indication anybody was injured by the substance in the envelope, he said, but “all precautionary measures have been taken for handling this kind of situation.”

      According to an article in the Yangcheng Evening News, the envelope was discovered in a staff section of the consulate not open to the public. A bag containing powder was broken and the substance spilled onto the clothing of a staff member. The office was evacuated and the substance sent out to a laboratory to be tested.

      The consulate in Guangzhou is one of the busiest in the consular service handling most immigrant visas and adoptions from China.

      Since 2001, when letters poisoned with anthrax killed five people, there have been thousands of hoaxes involving letters sent with white powder.
