    Gilles de Kerchove, the European Union’s counterterrorism coordinator, warned that homegrown jihadis could use drones in Europe to drop biological weapons on crowded public spaces.

    A 2015 report from the European Parliament warned the bloc’s member states to “prepare for the possibility” of a chemical or biological attack by ISIS. It revealed that 150 cases of toxic smuggling into the bloc’s borders are reported every year.

    The report, titled “ISIL/Da’esh and ‘Nonconventional’ Weapons of Terror,” noted that there was a “particular risk that terrorists might use sarin, ricin or anthrax” on European soil.

    After the Paris assault, then–French Prime Minister Manuel Valls warned that the country could face a chemical or bacterial attack on its soil. “We must not rule anything out,” he said. “I say it with all the precautions needed. But we know and bear in mind that there is also a risk of chemical or bacteriological weapons.”

    The Department of Homeland Security (DHS) issued an updated terror bulletin on Thursday highlighting the threat of weaponized drones, chemical attacks and the continued targeting of commercial aircraft.


    There’s been an “uptick in terrorist interest” in using unmanned aerial systems as weapons in the United States and other western countries, according to a senior DHS official.


    The new bulletin also warns of the use of “poisons or toxins,” which the DHS official says there has been increased chatter about in the terror realm.

    The “big picture” is that the homeland security fight is shifting, said the senior DHS official.

    Nicholas Rasmussen, the director of the National Counterterrorism Center echoed Wray’s concerns. ,,,

    “That could be dropping small explosives the size of a grenade. It could be dispersal of toxins, potentially,” Rasmussen said.


    If it has taken many years for the FBI to produce the still-withheld notes from Bruce Ivins Lab Notebook from the date of mailing, it seems highly unlikely that the FBI will be able to stop a drone attack in real time.

    We can assess why these FBI officials withheld what they did after such an attack.

    But anyone can buy a Group 1 drone for a couple of hundred dollars and put it to nefarious use. Arm it with plastic explosives, radioactive material, biological or chemical agents, and it can be crashed, kamikaze-style, into a target.

    “I’d say for the Department of Homeland Security, it’s one of the biggest concerns,” Gregg said.

    The threat isn’t imaginary. Former Northeastern University student Rezwan Ferdaus is now serving 17 years in prison for plotting to pack C-4 plastic explosives into 1/10 scale radio controlled models of F-4 and F-86 fighter jets and fly them into the Capitol and Pentagon. Ferdaus also supplied cellphone detonators for IEDs to people he thought were agents of al Qaeda but turned out to be working for the FBI.

    The military has largely kept its work on the problem quiet to prevent hostile actors from learning what defenses and countermeasures the US possesses.

    The Defense Intelligence Agency conducted the first Black Dart exercise in 2002 under a veil of secrecy, and the annual event stayed veiled through 2013.

    Now run by the Joint Integrated Air and Missile Defense Organization (abbreviated JIAMDO and pronounced “jye-AM-doe), Black Dart’s existence was revealed in 2014, and select media were invited for a day last year “just to let everybody know that the Department of Defense is aware of this problem, we’re concerned about it and that we’re working on it,” Gregg said

    Even the media won’t be allowed to see or hear about everything that goes on at Black Dart 2015. Much of what previous exercises came up with in the way of countermeasures also remains classified, said Marine Lt. Col. Kristen Lasica, spokeswoman for the chairman of the Joint Chiefs of Staff. “We can’t let the enemy know what we’re going to do,” she explained.

    • Test results at another Black Dart helped Syracuse research and development lab SRC Inc. write software tying together three devices to create a drone counter-measure “system of systems.” SRC connected their AN/TPQ-50 counter-fire radar, designed to detect and track the source of incoming artillery, mortar and rocket fire, to their AN/ULQ-35 CREW Duke electronic warfare system, which jams and locates remote-control devices. Then SRC tied those sensors to a Switchblade, a small, tube-launched drone with sensors that can carry an explosive charge the size of a hand grenade, made by AeroVironment Inc. The result is a weapon that can either jam, take control of, or shoot down a hostile drone.

    The latter stands as “one of our greatest success stories from Black Dart,” Gregg said.

    What was the drone or other device that they noticed on White House grounds last night? I still have my Parrot 2.0 drone kicking around under my feet. My wife grounded me until I replace the lamp that I broke during its inaugural flight in the living room.

      Whose fingerprints are on the battery? The propellers? Those are tall buildings nearby. (I used to work for years 2 buildings over in a tall building). I bet the operator at 3 a.m. was in line of sight and was one of the few people out and about. He would have stood out in a film by the way he was holding his Iphone or IPAD.

      Even if there was an attempt to wipe down the quadcopter of prints, I would be surprised if some component has prints that will allow it to be traced.

        Rather, I meant that I would be surprised if there are NOT fringerprints on some component.

        The operator should turn himself in. There is a huge flexibility in how serious this is treated. If the operator acts quickly to turn himself in, he could explain that it was intended as aerial photography — and than then the wind caused tit drift. Then the story would seem like no big deal and it would get buried in the news about the snowstorm. He might get off very light, and just be fined for violating the regulation prohibiting operation of a drone in DC.

        It reminds me of the business with the flags in New York City.

        He is going to be on film and so he might as well turn himself in.

        Only in Washington: Drone lobby throws free OK Go concert to promote responsible flying

        In the latest OK Go video, members of the rock band ride around on robotic unicycles amid a crowd of umbrella-wielding women creating geometric patterns. A camera attached to a drone flies overhead, with each umbrella becoming a mere dot as it soars through the sky.

        “If we had tried to shoot that here, we would have been killed — by the government,” OK Go lead singer Damian Kulash told the audience in the middle of a set at the 9:30 Club in Northwest Washington on Wednesday night. “That drone went up 700 meters in the sky, which is so fully … illegal here.”


        Drone advocates are eager to get OK Go involved in the debate after the popularity of the drone-shot video for “I Won’t Let You Down,” which has already been watched more than 17 million times on Youtube.

        At its recent concert, the music even seemed to match the soaring theme. “I just want to get you high tonight,” Kulash crooned as cannons unleashed waves of confetti raining down on the audience during the song “The Writing’s On the Wall.” Kulash also offered to trade backstage passes at an upcoming show for a drone and struggled to figure out how to turn on a quadcopter.

        But Kulash’s drone obsession was no accident — and this was no ordinary show. The OK Go concert was free (except to government employees) and sponsored by a group of unmanned aerial vehicle enthusiasts and businesses hoping to promote commercial uses of the flying machines. The event raised at least $35,000 for “Know Before You Fly” campaign, said Small UAV Coalition executive director Michael Drobac.

        The money, Drobac said, came primarily primarily from sponsors — including Google X and the Motion Picture Association of America. (It’s unclear how much money went to renting out the 9:30 Club, a major D.C. venue, and paying the band.)

        The crowd was a mixtures of drone enthusiasts — some of them wearing blue shirts saying “Small UAVs, Big Deal,” others in suit and ties — and OK Go fans. It was a quintessentially D.C. event mixing policy obsession and pop culture, where the singer’s jokes about the government murdering drone entrepreneurs hit almost too close to home for a group frustrated by the slow progress on rules for commercial use of unmanned aerial vehicles.

        WASHINGTON — The Secret Service has interviewed a man who says he lost control of a small drone before it crashed on the grounds of the White House, a government official said Monday.

        “The individual has been interviewed by Secret Service agents and been fully cooperative,” said a Secret Service statement. “Initial indications are that this incident occurred as a result of recreational use of the device.”

        The statement said “an individual called the Secret Service this morning at approximately 9:30am to self-report that they had been in control of the quad copter device that crashed on the White House grounds early this morning.”

      An official Air Force Safety investigation into the crash has begun. NewsChannel 9 was told a four star general at Langley Air force Base in Virginia will appoint a board to investigate, which should take about 30 days to complete.

      The Air National Guard confirmed that there is video surveillance footage from the crash and it would be used to aid in the Air Force’s investigation.

      Stupid question: Can’t it be located by a GPS transponder gizmo? Like any stolen IPAD or Iphone? (I mean, why would you have to resort to video rather than GPS?)

      (And if you don’t know exactly where your drone is, wouldn’t that be a serious issue?)

      I’m going to do some serious filming of dense brush and swampland with my drone.

      Is the public allowed to look for a drone using a drone? (Although admittedly I have a similar crash rate).

      The area where it crashed is about 19 kilometres [11.8 miles] from the lake’s eastern shore and 56 kilometres [34.8] from Fort Drum, home to the Army’s 10th Mountain Division.

      “He said the 174th doesn’t have helicopters or other aircraft to conduct a search, so the unit sought help from the Air Force’s Air Combat Command, which flies HC-130 aircraft used in search and rescue missions….

      The drone is used by the 174th to train Air Force pilots who use it on surveillance and attack missions globally. …

      The Reaper is larger than the well-known Predator, with a 66-foot wingspan …

      He said a student pilot was at the controls when the aircraft was lost.


      There is a hobbyist in Canastota or thereabouts who has equipment that he has used to map wrecks on the bottom of area bodies of water. He may have already mapped that exact spot so that authorities can compare what they are seeing to the images of the bottom that they may have to make. If sonar fails them, they could use a magnetometer.

      There is a detailed map of Onondaga Lake. A 1955 air force jet is sunk in the middle of Onondaga Lake .

      “An F-94 jet from what was then the 138th Fighter Squadron at Hancock Field, crashed in about 60 feet of water on Nov. 26, 1955. The pilot, Lt. John Kesel, 23, of Fayetteville, was killed.

      An investigation found that Kesel, a student at Le Moyne College, became disoriented in a snow squall as he headed back to Hancock after a training mission. Divers recovered his body the next day, but Air National Guard officials decided not to raise the 8-ton jet.

      Researchers with the Lake Champlain Maritime Museum said the jet did not show up on sonar scans but was found by a magnetometer, a device that detects metallic objects. They said it likely is buried.”

      Discovering what lies at the bottom of Onondaga Lake

      I got my drone precisely to hunt for abandoned foundations along the Erie Canal — where the drone would go up to 300 feet ashore over dense brush and film downward. A cooler drone to have, though, would be a submersible.

      Oneida Lake is relatively shallow with an average depth of 22 feet. Maximum depth is 40 feet.

      I am downstream on the Seneca River. I have spent many an afternoon snoozing in the sun, watching logs float by. On the river at least, they move at a slow but steady pace. But I guess these drone parts will remain very near the crash site.

      Perhaps authorities can use side-scan SONAR and remote-operated-vehicle (ROV) underwater video survey equipment and compare images to the existing map of Lake Ontario’s bottom. There are also metal-detector surveys of a portion of the lake.

      “The 1997-98 side-scan sonar, metal-detector, and remote-operated vehicle surveys provided no evidence of any large piles of military-type matériel or debris fields containing potentially hazardous, toxic, or polluting materials within the 17-mi2 study area in Lake Ontario, north of Rochester, N.Y. Although many scattered magnetic anomalies were observed in this area, the ROV videotapes and the several probes by SCUBA divers did not reveal military debris on the lake bottom or within the upper sediment.”

      Is the failure of a locator beacon a design defect? Is was reasonably foreseeable that it would crash and need to be located. Did it come back with a money-back guarantee?

    Comment: If there were monitoring, the prosecutors would never be allowed to hear it or learn any content. But that doesn’t necessarily resolve the factual and legal issue presented.

    I hope someday to use a model submarine to look for things underwater in the Erie Canal (which has an average depth of only 14 feet). Where I’m camping there is a barge and dredging equipment. Canal authority won’t let them dredge near a certain bridge because of the dead bodies and weapons that it is expected that they would find.

    Iyman Faris, according to his wife, would spend hours reading about ultra light aiplanes with small engines. The direction to do so came directly from KSM. Source: Newsweek, The Enemy Within.

        Working for FBI

        On March 19 2003, Faris was visited by two FBI agents and an anti-terror officer, who confronted him with testimony from Khalid Sheikh Mohammed, and the results of an intercepted telephone call. Faris was reportedly friendly and accomodating, and agreed to let the agents search his apartment the following day.

        He was then granted a deal to work as a double agent, reporting to the FBI. He was ordered to leave his Ohio home, and stay at a safe house in Virginia from which he would appear to continue discussions with his contacts, reporting the information back to the authorities[


        Dang, when Dr. Hatfill’s lawyer suggested the same thing, they called in the dogs. (If there is a delay in conducting a search, there can be loss of critical evidence). Had the FBI already conducted a secret FISA search?)

        Did Agent Lambert, the former head of Amerithrax who now works for Battelle, consider Iyman Faris in connection with a role in Amerithrax … living near Battelle in Columbus and working with anthrax plotter KSM?

        Iyman later recanted and said he had been just been gathering info on KSM for a book he was writing.

        GAO should interview Agent Lambert about his letter to Director Mueller about the perils of compartmentalization.

    DXer’s presentation at this conference where Attorney Kemp is speaking on how Dr. Ayman’s plan to use anthrax against United States targets was in fact brought to fruition in the Fall 2001 anthrax mailings.
