    The FBI Agent’s powerpoint presentation to AUSA Lieber based on hours in the B3 should have been done with the background of the animal studies. The importance of the matter warranted more than an oversimplified understanding of Dr. Ivins’ reason for being in the lab. For starters, it required an understanding of night and weekend animal checks.

    Dr. Majidi spoke on the subject on CSPAN in October:

    “Domestic and international terrorist groups, such as al Qaeda and its affiliates, have shown unwavering interest in using biological agents and toxins,” Majidi said during the hearing before the Committee on Homeland Security and Governmental Affairs. “The FBI is dedicated to protecting our nation and will continue to collaborate with the scientific community to proactively address new biological threats on the horizon.”
    In response to the anthrax mailings, the FBI retooled to better target the bio-terror threat and to nurture relationships with like-minded par
    tners in the scientific, health, agricultural, and law-enforcement communities.

    Comment: In terms of lessons learned, it seems that the FBI, upon realizing that the most likely original source of the Ames was USAMRIID, should have done a review of computer forensics relating to the date and time computer users were working at particular computers. It is a very powerful means of reconstructing who was where doing what. Given the files were all cloned and back-ups made, GAO should do it now if it hasn’t been done. If the FBI did do it for Building 1425, Building B3, then GAO should obtain the result of the analysis.

    The FBI says it is dedicated — but if it were dedicated then it would not take a year to respond to highly pertinent FOIA requests relating to this September and October 2001. Which involve very little burden and could be fulfilled in less than 2 hours time. That is, it would prioritize such requests.
