    One needs to understand the location of animals and logging of hours in terms of the Standard Operating Procedures (all mandatory) that governed. For example, the reason the 52 rabbits were shipped to Building 1425 the week of September 24th, a week in advance of the challenge on or about October 1, 2001, was that under AC-04-07 there was a required 1 week period for the animals to get acclimated to the BL-3. Of course, there was no justification whatsoever for AUSA Lieber not to even mention the rabbits in her investigative summary in speciously arguing that Dr. Ivins had no reason to be in the lab. In the rush of events leading up to Dr. Ivins’ suicide, she apparently did not have a chance to master the documents in what admittedly was a complex case. WIth AUSA Kohl tied up with controversial Blackwater prosecution and aftermath — and the management of the FBI Field Office resigning or being reassigned in late 2008 due to cheating on the open book exam on how to conduct a national security examination (having been given the answers by the attorney) — there was no meaningful reassessment of things in the latter half of 2008 or in 2009. It is never too late for the FBI to correct its mistakes, however.

    • So the rabbits had to be in the place they would be challenged a week before? In the exact same room?

        The requirement of the 1 week period required for the animals to acclimate to the BL-3 is discussed by Dr. Ivins and his email correspondents in planning their experiments. For the actual SOP I will request “AC-04-07 Acclimation Period for Laboratory Animals” under FOIA.
