    Building 1412 , Rm. 212 was where the FBI’s expert made a dried powder out of Ames supplied from RMR 1029 as part of a DARPA-funded program. No sample was submitted initially to the repository and it was later seized. JE’s assistant then went on to Johns-Hopkins. The Ames seized from Building 1412, Rm. 212 had 3 mutations.

      Prior to 9/11, Dr. Ivins was unaware that the FBI anthrax expert at USAMRIID, JE, and his assistant(s) had made a dried powder out of the Ames that he had supplied from RMR 1029 in August 2000.

      JE’s assistant Joany who worked on the DARPA project went to Johns-Hopkins. Johns-Hopkins was where the former Zawahiri associated tested his decontaminant (along with the testing with Bruce Ivins and at Dugway). As part of the DARPA research, the published literature indicates Dr. Jackman prepared the powder on strips that then were tested using mass spec. Dr. Ezzell addressed this in the filmed Q and A pursuant to my questioning.

      There was special equipment constructed for the dry aerosol project but I am uncertain of the details because the extensive redactions lead to an uncertain interpretation. Perhaps others more in the know can figure things out. I believe the dry aerosol project then was moved off campus given the sensitivity of dual purpose research at USAMRIID. The Q and A ended because JE was evidencing distress. He was taken away in an ambulance during the break.

      The failure of the FBI’s anthrax experts at USAMRIID (JE and his assistant TA) to submit a sample of the Ames from RMR 1029 — and the throwing out of Ivins’s February 2002 sample — was highly unfortunate, to say the least. It is nothing short of bizarre and very unfair, however, that it then would serve as a rationalization for Ivins’ guilt. Instead, spoliation of evidence commonly leads to a compelled inference (under the controlling rule of law) that it was exculpatory. There needs to be the fullest possible tracing of the distribution of the genetically matching Ames. We can presume everyone’s good faith — so long as they turn to the contemporaneous evidence and transparently reconstruct events.

      Joany Jackman declined to answer any questions I posed by email — as did another Johns-Hopkins researcher or two. Ideally, she will give an interview to someone and address any and all issues relating to distribution of Ames and the making of a dry powder, whether irradiated or not.

      Dr. Hamouda declined to respond to any questions. His co-principal, Dr. Baker was cooperative only up to a point.

      The University of Michigan denied my FOIA request.

      Absent transparency and accountability, there should be no public funding of such research. The head of such outside funding of research at University of Michigan, as I recall, went back to Saudi Arabia at the height of the internal debate.

      There was tremendous turmoil at University of Michigan regarding research with pathogens by non-citizens. The discussion was kept very private. In the wonderfully diverse setting of a university such discussions are delicate. The strength of the research at American universities is due precisely to top researchers coming here from all around the world. Many are non-citizens and coming from countries where terrorist groups originate or find safe haven.

      After the FBI “closed” the investigation there has been an IC investigation into who screwed Amerithrax and why. When things go wrong, there are commonly a combination of reasons. We can presume everyone’s good faith while overcoming resistance to sharing the contemporaneous documents.
