    “The FBI also concluded that a March 2001 shipment of what Bruce Ivins documented as RMR-1029 to a researcher at the University of Mexico was either from another batch of anthrax or had been prepared in a way that obscured its genetic profile. Inventory logs maintained by Ivins showed the transfer to the University of New Mexico researcher and a separate shipment to Covance Inc., a company that was conducting tests on animals. A spokesman for Covance, Laureen Isip, told the author on September 19, 2008, that the company was neither equipped nor licensed to handle live anthrax. According to the author’s interviews with federal investigators, the material sent to Covance was first irradiated, rendering it harmless to humans.” (p. 408, n. 18)
