    Dr. Zawahiri reportedly preferred Yazid Sufaat in the role over Rauf Ahmad because Yazid was motivated by his religious beliefs and Rauf was motivated by money. It really is quite impossible to corrupt Yazid over a game of Words With Friends whereas with Rauf it would only require that you write a check.

    4.(S) Representatives of the Pakistan Agricultural Research Center (PARC) also requested assistance in the design and operation of a planned BSL3 facility to be built at PARC headquarters in Islamabad. The Japan International Aid organization (JICA) has agreed to sponsor most of the laboratory construction costs. BEP plans to eventually provide substantive experts to the PARC BSL3 working group. PARC houses a full range of viral and bacterial pathogens, including dangerous agents such as ANTHRAX, FMD (foot and mouth disease), brucellosis and highly pathogenic avian influenza. Virtually no biosecurity measures were observed during March and June 2007 visits to PARC, but by early February 2008, dedicated safety officers and improved security practices were in place.

BEP has met several times with DG Major General Guftar Shah. Shah requested BEP involvement in DESTO’s development of a biological and chemical detection and response capability, both to ensure transparency and add technical insight. Shah has led two delegations to the U.S. to initiate collaboration in this area and BEP teams toured the Armed Forces Institute of Pathology in March 2007 and provided biosafety training to AFIP personnel in June 2007. (C) Singh opened by noting that India is becoming more prominent on al-Qai’da’s radar, pointing to Ayman al-Zawahiri’s April 29 video message praising “popular jihadist movements against Indians in Kashmir” and calling India “the best candidate for carrying out the Zionist-Crusader scheme to humiliate, weaken, and dismember Pakistan.” He added that al-Zawahiri’s recent reference to the US-India civil nuclear agreement demonstrated that Delhi’s growing cooperation with Washington was drawing al-Qai’da’s attention.
        Alleging Direct Links Between al-Qa’ida and Islamabad

        ¶4. (S) Singh asserted that Pakistan’s ISI retains connections to al-Qa’ida and has been privy to Usama bin Ladin’s communications. To the DCM’s question of information on operational links, Joint Secretary (Cabinet Secretariat, i.e. RAW) Sharad Kumar stated that Indian intelligence has transcripts of pre-9/11 meetings between UBL and Mullah Omar during which terrorism in J&K was discussed. He continued that UBL had been “willing to divert $20 million” from Central Asian programming to support Kashmir-oriented terrorism, and that UBL was quoted saying the Kashmiri jihadis “would not run short of funds.” Kumar added that when UBL sent his bodyguard contingent to help the Taliban fight the Northern Alliance, the temporary chief of his security force was an unnamed individual who went on to join Jaish-e-Mohammad. Singh ascribed al-Qa’ida’s increasing interest in India to the July 18 civil nuclear agreement. “ISI seeks to heat things up” to interfere with growing US-India convergence, he claimed.

        ¶5. (S) RAW’s Kumar observed that today, “al-Qa’ida franchises,” if not al-Qa’ida proper, are and have been very active in India. He defined “al-Qa’ida franchises” as groups that espouse the same extremist ideology and share some logistical and funding infrastructure even while remaining discrete organizations, such as Lashkar-e-Tayyiba and Jaish-e-Mohammad. Not all these groups or their attacks are linked, he continued; each must be investigated individually to locate their intersections.

(C) Turning to the subject of counter-bio-terrorism cooperation, Singh reported that Indian intelligence is picking up chatter indicating jihadi groups are interested in bio-terrorism, for example seeking out like-minded PhD’s in biology and bio-technology. He compared the prospects for nuclear terrorism (“still in the realm of the imaginary”) to bio-terrorism (“an ideal weapon for terrorism … ANTHRAX could pose a serious problem …it is no longer an academic exercise for us.”) and indicated conceptual support for a joint bio-terrorism exercise. Singh stated that the text of the 1997 HHS/Ministry of Health Joint Statement included provisions for modeling bio-terrorism attacks, which could be used as a mechanism to support a joint exercise. (NOTE: Embassy HHS Attache reviewed the 1997 and 2005 HHS/MoH agreements and found no such mention of modeling bio-terrorism. End Note.) He concluded that although other relevant Ministries “work at their own pace,” MEA would confer with them to secure their buy-in. Embassy will pursue the matter with MEA and other GOI interlocutors with an eye to conducting a joint and multi-agency bio-terrorism tabletop exercise by late 2006.

          The PM asked if there was evidence of Taliban-Al Q’aida forces
          working on nuclear or biological weapons and the General
          responded Coalition forces found evidence of attempts to
          weaponize anthrax in the enemy’s possession. That effort was
          stopped but it was important to keep the enemy on the run so
          they couldn’t regroup and develop other sinister weapons or
          tactics. He told the PM that we shouldn’t underestimate the
          enemy’s ability to survive and they may take harbor in
          uncontrolled areas of Somalia, Kenya and the Horn of Africa
          as well as Indonesia, Philippines and Southern Thailand. He
          reiterated to the PM that Al Q’aida must not be allowed to
          become “mainstream” and used the analogy of Hitler in the
          1920s and 1930s.

    The DIA provided me this correspondence from an infiltrating scientist reporting back to Dr. Ayman Zawahiri about the conferences and labs he visited as part of Dr. Ayman’s compartmentalized operation. Sufaat and Rauf Ahmad for example did not know about each other.

    CAIRO – The brother of al Qaeda’s second in command Ayman al-Zawahiri was released in Egypt on Thursday after a decade in jail on charges of conspiring against the government, a lawyer representing him said.

    Mohammad al-Zawahiri, a member of the Islamic Jihad group, was sentenced in absentia in Egypt in 1998, his lawyer Nizar Ghurab said. He was extradited from the United Arab Emirates in 1999 and has been in jail ever since, he said. The Interior Ministry ordered his release along with dozens of political detainees on Wednesday in line with the orders from the ruling Supreme Council of the Armed Forces to release political detainees, security sources said.

    At the November 5, 2001 meeting led by Dr. Burans and Dr. Ezzell, action item #7 stated:

    “Can we obtain a list of attendees at the last International Anthrax Conference?”

    Note that Zawahiri had a scientist (for at least two and maybe three years) attending the annual conference. The scientist, Rauf Ahmad, was making contacts, learning tricks regarding processing, and making repeated lab visits — with the last report of a second visit starting: “I successfully achieved the targets.”

    Yet, even ten years later the FBI still has not disclosed the labs that Rauf Ahmad visited. There is no need for the lab to be classified. It relates centrally to a reasoned consideration of the science relied upon by the FBI that was supposed to have been the subject of the NAS review.

    Peter Turnbull, who participated in the key 2001 planning meetings, had been in charge of planning the Porton Down conferences infiltrated by Ayman Zawahiri’s scientist Rauf Ahmad. The public still does not know the lab visited by Rauf Ahmad in which he announced “The targets have been achieved.” Why not? The NAS showed no curiousity as to what lab Rauf Ahmad visited after his first unsuccessful attempt to obtain virulent anthrax for Zawahiri in 1999.

    Pakistan Bureau Chief Syed Saleem Shahzad, who has access to senior Islamist circles, reported that the Canadians initially joined Jihad al-Islami, a militant Egyptian group, which helped them get to Afghanistan in February 2010.

    Al-Qaida’s leadership cadre has also been reinforced by the return of veteran commanders such as Said al-Adel, an Egyptian, and other seasoned jihadists from Iran, where they were reportedly held under varying degrees of restriction since late 2001.

    Adel, a former Egyptian Special Forces officer and considered one of bin Laden’s most able lieutenants, is reported to be operating in North Waziristan and planning major strikes against the West.

    Comment:

    The AQ spy chief, an Egyptian from Cairo, says in discussing Amerithrax that the US argues that the Aldrich Ames example shows that the US authorities are really bad at detecting and avoiding infiltration.

    Last February 23, I emailed an attorney named Al-Sibai in London. I didn’t realize he was #5 in the Egyptian Islamic Jihad (according to a Wikileaks memo). But, in any event, I emailed the Salafist supporter from Cairo, an attorney, who published Al Qaeda’s spymaster on Amerithrax, to see what he thought of the Amerithrax Summary.

    As explained by author Peter Lance in Triple Cross, after the 1998 embassy bombings, a ten-member federal team secretly entered the California residence of Ali Mohamed, Zawahiri’s former head of intelligence.’ They copied Mohamed’s hard drives and removed a series of CD-ROM and floppy disks. A memo titled “Cocktail” appeared to be a draft manual on sleeper cell structure.

    The file on cell structure read in part:

    “Every member knows how to do everything.

    Every member has a legal job as a cover (Student, worker, trade).

    Safety is the main concern, so the contingency plan is very important. Before working on the target you have (to) specify a rally point to meet in case of separation for any reason.

    The communications between the different groups are conducted through the dead drop only.

    Each group does not know anything about the other group, even Majmouat (the word means “the collected” or “the collection”). Al-qeyada does not know how many group(s) under its leadership. Only the group know each other because the members of one group only working with each other.”

    Sometimes a person’s role can be as limited as leaving the right door unlocked.

    Mohammad Hasan Khalil al-Hakim (aka Al-Hukaymah) took on Ali Mohammed’s role as spymaster. His alias is easier to remember — Abu Jihad al-Masri. Al Masri means the Egyptian.

    He was the author of the description of the Amerithrax investigation in 2002.

    Born in 1961, Abu Jihad al-Masri joined the Egyptian Islamic Group in 1979. He was arrested in 1981 after Sadat’s assassination. He once was arrested alongside the blind sheik Abdel-Rahman. Hukaymah is reportedly connected to the blind sheikh’s successor Taha, the Islamic Group head who was in close touch in 1999 and 2000 with the NY-based US postal employee Sattar, the blind sheik’s “surrogate.”. Al-Hukaymah dedicated the treatise “[t]o the pious and the hidden who are not known when they come and who are not missed when they disappear — To those whom their God will answer when they pray to Him. To all the eyes that are vigilant late at night to bring victory to this religion.”

    The introduction of the 152-page book starts:

    “The Manhattan raid led to a radical change in the perception of American Security. After the northern half of the continent had been isolated from the rest of the world and its threats by two oceans, it now came from inside. The surprise hit the symbols of American power in its economic and security dimensions.”

    Published at al-Maqreze Center for Historical Studies website (www.almaqreze.com) by the one-time EIJ shura member al-Sibai, the section on the anthrax investigation appears to have been written in 2002.

    “The Anthrax Scandal:

    Over many months, there was an excited search for the person responsible for the worst biological terror attack on American soil. Six letters sent by mail to Leahy, Daschle, Tom Brokaw, Dan Rather, The New York Post and the offices of the National Enquirer in Florida, led to the sickening of 18 people and five deaths. The crime was especially scary because anthrax, which is a complex powder that scatters in the atmosphere, had spilled from the envelopes and spread through parts of the mail system and contaminated a Senate building. One year later, the main post office in Washington had not yet opened.

    The FBI is under great pressure to close this case, and the anthrax criminal is supposed to be alive and free. Two members of the Senate have asked to receive regular reports about this investigation from the FBI, and they have become increasingly impatient.”

    After a lengthy discussion of the focus on Hatfill, the author explains,
    “Until the investigators find material evidence that connects a person to the crime, they are forced to speculate about the motives and methods of the criminal. They are still casting a wide net. Law enforcement sources say they have issued hundreds of subpoenas and they are analyzing thousands of documents in search of new evidence.

    The evidence may be small and unseen – sweat or an odor on an envelope – but that is all that they need in order to attract the dogs.”

    Al-Hukaymah pointed to the Aldrich Ames incident and the FBI’s inability to find the perpetrator of the anthrax mailings as evidence that U.S intelligence can be defeated. Aldrich Ames, head of counterintelligence relating to the Russians, had a different rolex for different days of the week. He drove a new jaguar to work. Aldrich told the CIA that his money came from his wife’s foreign inheritance, and the CIA never required meaningful corroboration. So we should not be that surprised when someone known, to borrow Dr. Alibek’s description to me, as an “Islamic hardliner,” is given access to Center for Biodefense and ATCC facilities, to include a program funded by DARPA’s $13 million during the relevant period. Perhaps the focus should not be on more money for biodefense but on doing a better job at maintaining security. Perhaps focus should be on avoiding proliferation of know-how.

    Al-Hukaymah reportedly was Ayman’s connection to Mamdouh Ismail, an Egyptian defense attorney and a former member of “the Jihad group” who since the 1980′s has represented various Egyptians accused of terrorism offenses in Egypt. Mamdouh Ismail represented al-Nashar, the biochemist who was an expert on polymerization and had a key to the 7/7 bomber’s flat. Ismail was one of several hundred rounded up following the assassination of Anwar al-Sadat in 1981. He served three years. Ismail was arrested on March 29, 2007. In 1999, Ismail was refused permission to establish an Islamist political party with the help of fellow lawyer attorney al-Zayyat. After the blind sheik said in March 1999 that an attempt through a political party should not be attempted, Al-Zayat and Mamdouh Ismail deferred and Attorney Ismail has publicly objected to a reconciliation between Cairo and Egyptian Islamic Jihad. The two had worked with EIJ shura member al-Sibai before he took refuge in the UK. Mamdouh Ismail now is accused of complicity in an “Egyptian project” of al-Qaeda, taking his orders from Ayman al-Zawahiri via al-Qaeda propaganda chief al-Hukaymah and the UK-based EIJ publicist Hani al-Sibai. Both al-Hukaymah and Al-Sibai deny the charge. Al Sibai considers himself historian of the movement and published his diaries in Al Hayat in 2004. He is at al-Maqreze Center for Historical Studies website that published the treatise that included the discussion of Amerithrax.

    Al-Hukaymah was apparently killed at the end of last month in a missile strike in late October 2008. Cairo-based IANA writer Kamal Habib says that the man was a member of Egyptian Islamic Jihad that had assassinated Sadat but was part of a second generation, not part of the first generation responsible for the assassination. Kamal Habib was the main writer for the Ann Arbor charity IANA and was supervised in an earlier publication by Ali Al-Timimi.

    Abu Jihad al-Masri was said by US authorities to operate in Iran as the head of media and propaganda for al-Qaeda, and “may also be the Chief of External Operations for al Qaeda”. The name Abu Jihad assumed name meaning roughly “father of the holy war.”

    Al-Hukaymah appeared in an August 2006 as-Sahab (al-Qaeda) video to announce the merger of al-Qaeda with part of the Egyptian Islamic Group. Ayman al-Zawahiri introduces him.. The video claims that al-Hukaymah joined al-Gama’a al-Islamiyya in 1979 and was arrested in connection with the assassination of Egyptian president Anwar Al Sadat in 1981, and subsequently rearrested several times in various countries. Zawahiri claims in that video that Muhammad al-Islambouli (brother of assassin Khalid al-Islambouli) had joined al-Qaeda with al-Hukaymah.

    In addition to the analysis of the American intelligence community, the next month he wrote a short piece entitled Towards A New Strategy in Resisting the Occupier that appeared on a jihadist website. Abu Jihad Al-Masri emphasized the need to consider public opinion in planning operations. He discouraged beheadings or operations that can cause large scale casualties to innocent Muslims.

    Dr. Hamouda and I have a common acquaintance — Dr. Hamouda’s lifelong friend from childhood and medical school, Tarek Hamid. I have tremendous admiration for Dr. Hamid. Dr. Hamid was recruited by Ayman Zawahiri into the Egyptian Islamic Jihad in a room set aside for the purpose. Dr. Hamid withdrew when they wanted him to participate in the burying of a security officer alive near the mosque and he got queasy. He tells me that he called Dr. Hamouda about patents before 9/11 and Dr. Hamouda said it was all in the marketing. He now advances a “can’t we all get along” message.

    Now it’s nice that the FBI is getting around to asking the relevant questions in February 2005. But why weren’t they asked in 2001?

    I asked Dr. Hamouda which of the 250 Vanguards of Conquest members prosecuted in Cairo in 1993-1994 as he was finishing up his PhD and he did not respond.

    He had lived in Cairo the preceding 10 years where his wife was on the dental faculty. He had graduated from medical school in December 2002 at the heyday of the aftermath of the Sadat assassination. Given that Ayman Zawahiri said he would use anthrax to mail to retaliate for the rendering of senior EIJ leaders, and the announcement at the same time as pharmacology professor Heba Zawahiri’s brother was rendered ( a key EIJ official), it is ridiculous that the FBI was only getting around to asking these questions in 2005.
